Departmental Overview

The Library comprises 20 campus libraries, with a collection of nearly 13 million circulating volumes, almost 1.5 million e-books, subscriptions to over 130,000 journals and periodicals, and about 200 million items in its special collections, including rare materials held by The Bancroft Library, the C. V. Starr East Asian Library, the Bioscience, Natural Resources & Public Health Library, the Music Library, and the Anthropology Library. The UC Berkeley Library actively partners with the other nine UC campuses and the systemwide California Digital Library. The Library has an operating budget of about $62 million with approximately 325 full-time employees and 600 student employees.

The office of Scholarly Communication & Information Policy within the Library helps scholars navigate the shifting publishing, intellectual property, and information policy landscapes in ways that promote research dissemination, accessibility, and impact.

Position Summary

The Library of the University of California, Berkeley (Library) seeks a creative, collaborative, and diligent individual to improve the Library's electronic resource licensing management and license discoverability to maximize benefit for campus scholarship, teaching, and research. Working closely under the supervision of the Director of Scholarly Communication & Information Policy (SCIP), and collaborating with the Acquisitions and the Electronic Resources Units, and the Licensing Team and Systems and Discovery librarians, the Licensing Specialist: (1) supports licensing review and processes for the Library's electronic resources, and (2) develops protocols for and implements a license tracking management, renewal, and discovery system within the Alma resource management platform.

Responsibilities

Provides analyses for complex systems and resource projects working directly with all levels of managers and stakeholders, including for:

• Maintaining licensing terms checklist and negotiation guidance.
• Conferring with publishers and eResources vendors as needed to establish viable licensing terms.
• Analyzing licensing renewal and renegotiation processes, and recommending and implementing new practices to optimize program.
• Assessing processes and developing guidelines to ensure consistency of licensing terms across license portfolios.
• Identifying processes for managing incoming and currently-negotiated licenses.

Prepares directives, regulations, technical guidance, and other instructions, including:

• Developing guidelines and implementation plan for Alma resource management platform.
• Developing processes for licensing review and renewals.
• Documenting methodology for maintenance and enhancement of license tracking and management system.

Coordinates implementation with cross-organizational departments or external entities as needed, including:

• Executing implementation for license tracking, renewal, and management system within Alma resource management platform.
• Coordinating with other UC campuses and the California Digital Library as needed to improve and synthesize resource licensing terms.

Conducts post-implementation analysis to determine the need for further enhancements, finer distinctions and/or additional process/policy components.

Researches and summarizes best practices in field as to e-resource license term discovery, license and renewal tracking, and license terms for academic uses.

Researches, monitors and analyzes regulations, legislation, research literature and UC policies for impact on the organization or initiative, including for:

• Ensuring licensing terms align with current academic licensing standards, including as to issues such as text and data mining, non-disclosure, accessibility, electronic course usage, and more.

Required Qualifications

• Strong knowledge of contracts and other relevant legal and policy issues pertaining to electronic resource licensing.
• Current understanding of best practices for electronic resource licensing in academic environments.
• Knowledge of and/or can quickly learn common organization- or research-specific and other computer application programs.
• Strong communication and interpersonal skills to communicate effectively, both verbally and in writing.
• Ability to use discretion and maintain all confidentiality.
• Analytical/problem-solving skills.
• Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals/analyses.
• Ability to multi-task with demanding timeframes.
• Strong policy analysis techniques.
• Advanced analytical and problem-solving skills to address highly complex or specialized solutions.
• Bachelor's degree in related area and/or equivalent experience/training.

Salary & Benefits

This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted annual salary that the University reasonably expects to pay for this position is $72,600.00 - $100,800.00.
