detail( Library Employees Only ) Program Analyst (Detail/Temporary Promotion) Opening Date : November 26, 2024 Closing Date : December 9, 2024 LC Organization Unit : Copyright LC Organization Unit - Specific Office : Product Management & Analysis Division, Office of the Register of Copyrights Grade : GS-14 Series : 0343 Availability : Library Employees Only Duration : 78-days An applicant will be selected for an opportunity to serve a 78-day assignment in the position of Program Analyst, GS-14, for the Product Management & Analysis Division, Office of the Register of Copyrights. Depending on the qualifications of the selectee, this may either be a short-term employment detail, with no change in salary or a short-term employment promotion, depending on the qualifications of the selectee. Duties include, but are not limited to: Develop and maintain product strategy, performance goals, and the Enterprise Copyright System (ECS) roadmap. Lead or facilitate cross-functional teams of stakeholders and Scrum teams to deliver new or enhanced ECS features and functionalities. Elicit, analyze, and document functional and non-functional requirements from stakeholders. Identify process inefficiencies, propose improvements, and work with teams to implement changes. Work with development teams to design, develop, and deliver high-quality products. WHO IS ELIGIBLE Permanent, full-time employees from any division within the Library in good standing with at least a satisfactory/successful performance rating that meet the minimum and required qualifications. Temporary and indefinite employees are not eligible. Employees must obtain permission from their supervisor to apply for this Detail/Temporary Promotion opportunity. MINIMUM QUALIFICATIONS Must be at the GS-14 grade to be eligible for a detail. Must have at least one year at the GS-13 grade to be eligible for a temporary promotion (this includes temporary promotions at the GS-13 grade). Must be one year since last temporary promotion. REQUIRED QUALIFICATIONS Ability to communicate in writing. Knowledge of advanced IT principles, concepts, methods, standards, and practices. Ability to analyze programs and develop program plans. Ability to analyze organizational and operational problems and develop solutions. Ability to work within a systems development life cycle (SDLC) using Agile methodology to analyze organizational and business needs. DESIRED QUALIFICATIONS Experience working within Agile frameworks (Scrum, Kanban, etc.) and understanding of Agile methodologies and principles. Familiarity with task and document management tools (e.g., Jira and Confluence). ADDITIONAL INFORMATION This is a STED/STEP opportunity with no expectation of permanent placement. The incumbent may choose to work a flexitime, compflex, or maxiflex schedule. The position is telework-eligible with two onsite days per pay period. The Product Management & Analysis Division is located in LM-560. The dates of this assignment are expected to be approximately December 29, 2024, through March 16, 2025 .
