Overview:
Strategic Technology Institute, Inc. (STi) is seeking a highly skilled Radio Frequency Engineer II to join our team for a contract we expect to acquire with NAVSEA's Naval Information Warfare Center (NIWC) Pacific's Joint Tactical Aircraft Reference Implementation Laboratory (TacAir RIL) Engineering Services. This role involves providing RF engineering expertise to support emerging platform requirements, integration, and test support. The ideal candidate will possess a strong background in RF communications systems engineering and test and evaluation (T&E) experience.
Responsibilities:
Hardware Engineering:
- Participate in the design and development of complex electronic systems, emphasizing military tactical communication systems.
- Perform critical timing, functionality, and performance analysis for existing product lines.
- Engage in design validation and qualification of existing product lines.
- Apply principles of radio frequency theory, including radio wave propagation, antenna theory, and antenna usage.
- Utilize communication theory principles such as signal processing, decision theory, estimation theory, and modulation-demodulation.
- Support the design, build, test, and deployment of end-to-end RF systems.
- Contribute to hardware design, including analog (A/D, amplifiers, power supplies, switches), board-level (layout, circuit analysis, firmware), chip technologies (ASIC, CMOS, VHDL, VLSI), and digital components (control logic, control systems, DSP, serial communications).
- Review emerging technologies in RF communications and networks for airborne applications, including software-defined radios, omnidirectional and directional antenna technologies, and secure data transport technologies.
Integration and Test Engineering:
- Coordinate with test organizations to ensure required test objectives are included and resolve emergent issues with test preparation.
- Collaborate with Services, DoD test agencies, and Joint test certification agencies to obtain functional and interoperability certifications.
- Support the development and execution of test plans, test objectives, test measures, and evaluation criteria.
- Review and evaluate results of qualification and acceptance tests using test reports and logs.
- Monitor developmental and operational testing, coordinating the resolution of emergent issues and system deficiencies.
- Review T&E documentation and presentations to confirm accuracy and thoroughness.
- Analyze test results and prepare comprehensive reports.
- Perform hands-on integration and testing of fielded radio communication systems in both production and development environments.
- Utilize modeling and simulation tools to expedite testing and troubleshoot failed units.
- Access Secure Compartmentalized Information Facilities (SCIF) to conduct analysis and attend meetings involving sensitive information.
Network Engineering Support:
- Provide network management support, including user identification, Information Exchange Requirement (IER) analysis, spectrum management, interoperability, and interface recommendations.
- Synthesize existing and planned operational networks, translating new operational requirements and concepts into proposed system designs.
- Apply current and evolving networking standards to support technology insertion into ongoing contractual activities.
- Perform networking system integration and operations in airborne networks that include multiple levels of classification.
- Apply principles of TCP/IP, IP subnetting, ACLs, advanced routing protocols (EIGRP, BGP), GRE tunnels, VLANs, QoS, DHCP, DNS, and VPNs.
- Develop network documentation, specifications, and schematics for terrestrial and wireless tactical network architectures.
- Analyze hardware and software solutions to meet specifications and design requirements.
Minimum Qualifications:
- Secret Clearance with the ability to obtain Top-Secret level security clearance with access to Sensitive Compartmented Information (SCI)
- Bachelor's Degree in applied science, computing, engineering, mathematics, physics, management information systems, or a related engineering or computer science discipline.
- Minimum of five (5) years of experience within the last ten (10) years in Test and Evaluation (T&E), performing debugging, testing, integration, and optimization for tactical communication systems.
- Minimum of five (5) years of experience within the last ten (10) years in T&E, performing characterization, performance, requirements, and compliance testing for tactical communication systems.
- Experience preparing, maintaining, updating, and reviewing test and test-related documentation for adequacy and compliance.
- Knowledge of RF devices and/or systems and RF communications systems engineering and/or integration.
- Familiarity with electronic test equipment such as Spectrum Analyzers, Network Analyzers, Signal Generators, Oscilloscopes, Amplifiers, and other RF components.
- Five (5) years of experience with open architecture constructs such as Sensor Open Systems Architecture (SOSA), Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance (C5ISR)/Electronic Warfare Modular Open Suite of Standards (CMOSS), Open Mission Systems (OMS), and Open Communication Standard (OCS) within the last ten years.
- Five (5) years of experience with Low Probability of Detection (LPD) and Low Probability of Intercept (LPI) waveforms and anti-jam communication capabilities within the last 10 years.
Additional Skills:
Technical Expertise -
- Knowledge of RF devices and systems, RF communications systems engineering, and integration.
- Proficiency with electronic test equipment such as spectrum analyzers, network analyzers, signal generators, oscilloscopes, amplifiers, and other RF components.
- Familiarity with electronic test equipment and RF components.
- Experience with hands-on integration and testing of radio communication systems.
