Salary:        Starting at $90,000, commensurate with experience

Overview
The Deputy Director position for the Illinois State Library works with the Director planning, developing, and coordinating the overall program operations for the department; coordinates program activities to assist department staff in successfully meeting office goals and objectives.

Duties and Responsibilities:

  • Directs and coordinate the overall program operations and activities of the department; reviews, evaluates, and revises or develops operational and program objectives and procedural guidelines as assigned by the Director.
  • Directs and participates in the execution, formulation, and implementation of departmental policies, rules and regulations, and operating procedures; identifies areas for program research and new development and determines information needed to facilitate the management decision-making.
  • Establishes and maintains effective inter-governmental, public and professional relations, representing the Director, when necessary; interprets programs, policies, and objectives to governmental organizations, the public and professional groups; provides information and recommendations for new initiatives or resolution of issues.
  • Responsible for daily, and in the absence of the Director, sole responsibility for,  decision-making to effectively manage the departmental programs and operations.
  • Establishes and maintains effective inter-departmental, inter-governmental, public, and professional liaison contacts; interprets policies and the law to attorneys, corporate executives, the public and others; assists in budget preparation.  Represents the Director at various meetings and conferences.
  • Directs and evaluates the activities of subordinate managerial and professional staff, prepares reports as assigned by, and submits same to the Director.
  • Performs other duties as required or assigned.
Specific Skills:
  • Requires thorough knowledge of professional library principles, methods, materials and practices, especially as they relate to program administration.
  • Requires thorough knowledge of inter-library systems, library automation techniques and library development theory.
  • Requires thorough knowledge of library materials and their value to the library.
  • Requires thorough knowledge of physical and operational needs of libraries.
  • Requires ability to direct and coordinate library development and data base functions as they relate to libraries.
  • Requires ability to interpret library policies, objectives and statutes to library boards, trustees, and directors and private and public groups.
  • Requires ability to administer and direct high-level professional staff activities.
  • Requires ability to analyze technical reports and to draw conclusions on which to base administrative decisions.
  • Requires ability to engage with state government officials on issues and services of the State Library.
  • Represent, at the request of the Director, the Office of the Secretary of State before the public and at various meetings and conferences related to the Department.
  • Requires willingness to travel and possession of a valid Illinois driver’s license.  Travel may include nights and weekends.
Minimum Qualifications:
  • Requires knowledge, skill and mental development equivalent to completion of a Master's degree in library science, preferably from an institution accredited by the American Library Association, AND
  • eight (8) years of professional managerial librarian experience, preferably as a director or administrator of a library or library system.
