The Government Proposal Writer will support the development of Federal Government proposals and other responses or writing assignments (Sources Sought, Requests for Information, Request for Proposal - RFP, Request for Quote - RFQ, or Request for Information - RFI, etc.) by working with technical leads to determine solutions and concept(s); gather and format information; develop outlines, write drafts, lead proposal review efforts, edit content, and obtain approvals before bids.

Government Proposal Writer
The Government Proposal Writer will support the development of Federal Government proposals and other responses or writing assignments (Sources Sought, Requests for Information, Request for Proposal - RFP, Request for Quote - RFQ, or Request for Information - RFI, etc.) by working with technical leads to determine solutions and concept(s); gather and format information; develop outlines, write drafts, lead proposal review efforts, edit content, and obtain approvals before bids.
Responsibilities
- As an individual contributor, the Government Proposal Officer will be responsible for aligning Sunshine to the right accounts and opportunities.
- Will be responsible for lead identification, qualification, and win strategy development, in addition to assisting through capture and proposal development.
- Will build and execute a business development process and workflow to include pipeline development, qualification, capture, and proposal development to reach the endgame and acquire deals.
- Will utilize new and existing channels including GSA schedule, joint venture, prime contracts, and contract vehicles to expand growth opportunities.
- Assisting in developing and managing the opportunity pipeline and qualify opportunities.
- Build and execute opportunity win strategy.
- Collaborating with subject matter experts (SMEs), project managers, and executives to formulate a winning proposal strategy.
- Analyzing solicitation documents (Request for Proposal - RFP, Request for Quote - RFQ, or Request for Information - RFI) to understand the requirements, evaluation criteria, and compliance guidelines.
- Creating a detailed proposal plan that outlines key milestones, responsibilities, and deadlines.
- Writing and editing proposal sections, including executive summaries, technical approaches, management plans, cost proposals, and more
- Overseeing the final assembly of the proposal, including formatting, pagination, and document organization
- Ensuring that the proposal is well-organized, clear, concise, compliant with all requirements, and submitted on time.
- Participating in post-proposal debriefs to analyze the strengths and weaknesses of the proposal and identify areas for improvement.
- Staying updated on federal acquisition regulations (FAR) and other relevant regulations that impact federal proposals.
- Other duties as assigned.
- Demonstrated experience with Federal Government competitive proposal/contracting process.
- Demonstrates an understanding of proposal management skills within a structured Shipley-based proposal development process
- Basic knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal regulations
- 3+ years' experience as a Government Proposal Writer
- Strong proposal writing skills.
- Active participation in industry organizations
- Proficient in Microsoft Suite (Word, PowerPoint, Excel)
- Proficient in Adobe and PDF Editing
- A strong understanding of government proposals procedures
- Ability to work in high-pressure, fast-paced environment and meet all deadlines
- Must be able to prioritize and manage workflow with accuracy and speed
- Attention to detail, organization, prioritization, and ability to handle multiple tasks
- Must possess the ability to adapt to different personalities and management styles
- Team player and with strong interpersonal skills
- Ability to work with a team in an efficient and effective manner
- Self-starter with excellent verbal and written communication skills
- Reliance on experience and judgment to plan and accomplish goals
- Dedicated and hard-working
- Above average organizational skills
