The OrganizationThe City was incorporated in 1889 as a general law City that operates under the Council-Manager form of government with a general population of 31,176 as of January 1, 2022. The governing body consists of a five-member City Council and, beginning in 2020, the City is now divided into four voting districts, each district represented by one City Councilmember residing in that district; the Mayor's position remains at-large. The voters also elect one City Treasurer at-large. All six elected positions are non-partisan. The City Manager, appointed by the City Council, is the Chief Executive Officer, and is empowered to appoint all non-elected employees, except for the City Attorney.
The City has a total annual budget of $170 million for fiscal year 2024/2025, and a total of 304.4 FTEs across the departments of: Administrative Services, City Manager's Office, Community Development, Community Services, Fire and Emergency Services, Police, Public Works, and Utilities.
The Division
The Library Services Division is part of the Community Services Department, which also includes Recreation Services and Parks and Trails. Currently, Library Services staff is comprised of the City Librarian, an Adult Services Librarian, Children's Services Librarian, Technical Services Librarian, Outreach Services Librarian, Volunteer Coordinator, two Administrative Assistants, and 11 part-time Staff Assistants. Staff is assisted by approximately 60 volunteers who generally work one shift per week.
The library offers 57 public service hours per week at its downtown location and is actively working to expand outreach services through the addition of a bookmobile and small programmable off-site meeting location at the north end of town. With a recently adopted , the library continues to adapt its materials, technology, programs and services to meet the needs of the community. The library is a member of the Black Gold Library Cooperative System providing access to over 500,000 physical items belonging to other Black Gold libraries, as well as over 400,000 titles in the consortium's OverDrive eBook, audiobook, and magazine collection.

Typical Duties
- Manages daily operations of the library; identifies strategic goals and improvements for the delivery of library services, programs, and resources
- Generates public support for library services through innovative programing, promotion, engagement of community groups, and fundraising
- Plans, develops, implements, and revises division objectives, policies, and procedures
- Maintains standards of excellence for library services, collections, and facilities
- Guides the use of technology to streamline processes, improve efficiency, and provide self-service systems for library patrons and employees
- Prepares, reviews, and presents detailed staff reports
- Effectively mentors staff, establishes performance expectations, evaluates work methods, and holds staff accountable while also fostering a culture of mutual respect, diversity, inclusion, and continuous improvement
- Participates in the development, implementation, and monitoring of the division budget
- Participates as a partner and serves on the administrative council of the joint powers Black Gold Cooperative Library Cooperative System
