Job Description
PURPOSE SUMMARY.
The mission of the Health and Human Services Department (HHSD) is to improve the quality of life in Doa Ana County by identifying and addressing unmet health and human service needs through three overlapping divisions: Court Compliance, Outreach and Education, and Program Operations. The Health Promotion Coordinator, under the general supervision of the Outreach and Education Division Manager, provides supervision of health education and health promotion activities, program oversight, staff supervision, partnership development and grant and contract program maintenance. Responsibilities include the development, implementation, and evaluation of health promotion education and activities in support of the Local DWI program, the Healthcare Initiative, and other cross-departmental initiatives and collaborative partnerships.

QUALIFICATIONS.
Education. Bachelor's Degree in Social Services, Public or Community Health, Family and Consumer Science, Education, or related field is required.
Experience. Two (2) years of related experience in health promotion, program planning, administration, or community education. Lead worker or supervisory experience is preferred. Bilingual (English/Spanish) is preferred.
Education/Experience substitution. In accordance with County policy.
Licenses/Certifications. No DWI conviction within three years of application and must not be convicted of such while employed in the DWI program. Must obtain the state of New Mexico Prevention Specialist Certification within three years from date of hire.
Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass background check and have and maintain a current valid driver's license.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Must have knowledge of: Principles and methods for curriculum and training design, teaching and instructing and using best practice health promotion and prevention standards; program planning, implementing, and evaluating; Data collection and analysis, reporting, trend analysis, and programmatic evaluation; understanding of border population, and health disparities in the border region.
Must have excellent computer skills, including Microsoft Office 365 and associated applications. Must have excellent verbal and written communication skills to direct projects, contractors, and staff; must be able to facilitate meetings and make presentations to internal and external customers; and must be able to develop and maintain cooperative working relationships with stakeholders and staff.
Must have skills in effective communication and delivery of U.S./Mexican Border community education; must be capable of working independently, establishing and maintaining effective and cooperative working relationships with others in the community, the County, and within the Health and Human Services Department.
Must have leadership capabilities with skills in conflict resolution, staff development, and motivational skills to encourage teambuilding and inspire team members to recommend improvements to work quality and training curriculum. Must have the ability to adapt to changing needs and priorities as circumstances dictate or as directed; and to facilitate meetings and develop and maintain cooperative working relationships with stakeholders and staff.
Must have ability to: Communicate orally and in writing; Interpret, organize, coordinate and execute assignments, projects and programs.
Compensation Range
$52,065.25 - $86,119.49

Job Description

ESSENTIAL DUTIES.
A. Supervision
- Provides direct supervision and guidance to Health Promotion staff for all ongoing and newly implemented health education and prevention activities.
- Plans, assigns and directs work, resolving day-to-day problems; assists with the development of program goals, objectives, timelines and schedules; provides feedback to Outreach and Education Manager and employees.
- Establishes goals, objectives, and performance measures for program activities, including performance evaluations for staff/volunteers through feedback and approved human resources policies and procedures.
- Assists in developing, conducting, and coordinating the training and work instruments required by staff in the performance of their duties.
- Counsels, advises, and if necessary, works with the Outreach and Education Manager to discipline employees in accordance with County policies, procedures, and regulations.
- Assists other department staff to guide the delivery of health promotion and prevention activities at the HHS-managed community resource centers.
- Leads the Health Promotion team by coordinating content review meetings and tracking the development of audiovisual and printed materials that are culturally competent, relevant, and appropriate.
B. Program Administration
- Leads the development of program goals, objectives, and timelines; carries out program objectives and evaluates effectiveness; develops written reports; monitors and adjusts as necessary.
- Directs the collection and analysis of data to identify community needs, monitor program effectiveness, and recommend changes based on data.
- Collaborates with community health specialists and civic groups to determine community health needs and the availability of services and to develop goals for meeting needs.
- Designs and conducts evaluations and diagnostic studies to assess the quality and performance of health education and prevention programs.
- Develops and presents health education and promotion programs, such as training workshops, conferences, and school or community presentations.
- Assists in the oversight of program/grant contracts to ensure financial and programmatic compliance with all grant conditions and objectives.
- Assesses material for Health Literacy and develops plans to disseminate health information and educational resource materials.
- Maintains knowledge of current trends, developments and evidence-based practices in the field by reading appropriate books, journals and other literature and attending related seminars and conferences. Applies pertinent new knowledge to performance of other responsibilities.
- Builds and maintains community coalitions including contracting, consulting and collaborating as well as representing department programs and promotional campaigns to interest groups, advisory boards, committees and other agencies.
C. Communicating and Reporting
- Meets with Outreach and Education Division Manager and program staff on a regular basis.
- Represents the department and assigned programs either personally or through subordinates at local, state, or national workshops, community meetings and other functions as requested by the division manager.
- Provides program information to the public by preparing and presenting press releases, conducting media campaigns, or maintaining program-related web sites.
- Teaches, promotes, and disseminates information and visibility for division and department activities to increase participation through information exchange with local service providers, community projects/programs, school districts and governmental agencies.
- Facilitates the prompt and accurate submission of information reports or narratives as required by funding agencies and Health and Human Services Department.
- Contributes to major grant and proposal writing and assists in the identification of funding resources to assist in the implementation of Health and Human Services initiatives or programs.
