Plan, organize and supervise the activities of adult services, coordinate reference services; develop and offer a variety of reading, educational and cultural programs for adults to encourage library usage and to foster community relations; coordinate with colleagues to assist patrons in the use of library services, facilities, technology and equipment. Incumbent is expected to help patrons locate and use library materials and other sources of information, interpret library policy, supervise the public area, and represent the library to the community.

RESPONSIBILITIES:

  1. Formulate goals and objectives and participate in near-term and long-range planning for services. Implement new and existing services, programs or solutions to problems.
  2. Participate in interviewing and recommending the hiring of new staff. Train, supervise, and provide input for evaluating staff; coordinate scheduling and timekeeping tasks and maintain necessary coverage of service desks during all open hours.
  3. Plan and monitor budget for the section; prepare requisite narrative and statistical reports.
  4. Perform opening and closing procedures for the library during morning, evening and weekend shifts. Interpret and enforce library and FNSB policies and procedures and assume a leadership role as needed to address emergency situations and ensure the safety of staff and the public.
  5. Provide a full range of information services to the public including reference and reader’s advisory in person at public service desks, through public programming, online tools, social media and by phone. Provide instructions to staff and patrons in the effective use of library technology, reference material and equipment.
  6. Select materials in assigned areas of the collection. Maintain general knowledge of patron needs, materials, authors and resources in a variety of subject areas. Stay current with library trends in collection maintenance and resources.
  7. Collaborate with colleagues to explore and implement innovative services and programs for a diverse array of user groups. Work with colleagues to incorporate reader’s advisory services into the delivery of other services and programs.
  8. Stay current with library technology, information and reading trends. Stay informed on issues related to public library services to adults.
  9. Participate in professional development activities including attendance at professional and staff meetings and other development and training opportunities.
  10. Develop and maintain effective relationships with schools, community and business groups, government and civic agencies, current and potential library users; identify emerging community issues and determine the need for related library services, collections and materials.
  11. Coordinate the development and delivery of electronic and digital instructional programming and technology training. Function as an administrator for the Library’s internal help desk.
  12. Coordinate updates and develop content for the Library webpage and social media, and the creation of user guides, promotional materials in various formats, and publicity spotlighting adult services and programs.
  13. Participate in testing and evaluation of emerging technologies for usability, and effective discovery and delivery of library information services.
  14. Other duties as assigned within the scope of assisting library staff with uninterrupted continuity of operations.

MINIMUM QUALIFICATIONS:
  1. Master's degree in Library Science from an ALA-accredited university or college.
  2. Three years of recent experience as a professional librarian in which one year must have been at the supervisory level.
  3. Demonstrated knowledge of database and online reference sources, internet, integrated library systems, and social media. Ability to operate a personal computer for a variety of computer programs (MS Word & Excel, Internet, and integrated library systems and social media are required; strong command of web and graphic design software and working knowledge of CSS, HTML, and/or PHP preferred.); type at a proficient level. Ability to operate a variety of office machines (copier, scanner, fax, multi-function phone, printers etc.).
  4. REQUIRED: Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)

  1. Ability to deal effectively and harmoniously with the public and maintain effective working relationships with other employees.
  2. Working knowledge of current public library policies, procedures, methods, practices, and materials.
  3. Must be capable of functioning with minimal directions and perform work in an organized and professional manner, sometimes under stressful situations.
  4. Must be flexible, able to handle multiple competing priorities and tasks, adaptable to change.

JOB RESPONSIBILITY:
Supervisor responsibilities: participates in new-hire interviews, provides input for employee evaluations, and other applicable employee-related actions, experiences minor problems daily and occasional major ones that must be resolved on own initiative with minimal supervision; the consequences of error, carelessness or mistaken judgment require significant effort to recover.
For the purpose of this job description, "supervisor" means providing technical work direction and oversight. It does not include the ability to employ, promote, transfer, evaluate performance, discipline, suspend, discharge or adjudicate grievances; those are management responsibilities handled by the manager/director level.
WORK ENVIRONMENT:
Private/general office where conditions are pleasant; good, clean conditions, where accidents/hazards are negligible; requires short periods of moderate lifting, pushing or pulling (26-50 lbs).
