POSITION SUMMARY

POSITION SUMMARY:
An employee in this class performs professional and technical work to plan, organize, manage, and direct the operations, programs, services, and personnel of the Dunn Public Library, a branch of the Harnett County Public Library system. Work includes developing and monitoring budget resources, planning and implementing overall library goals and objectives, and oversight of staff and services. Work is performed under general supervision of the Harnett County Library Director and performance is evaluated on the basis of attainment of specific performance objectives, personal observation, feedback from users, stake holders and employees.
Hiring Range: $55,270.00 to 64,251.00
DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS OF THE POSITION:
  • Oversees, directs and participates in all operations of the Dunn Public Library. Operations include circulation, reference, technical services, and programming.
  • Develops, implements, and monitors the progress toward long-range objectives, strategies and plans.
  • Effectively utilizes budget allocations for various segments of expenditures such as personnel, supplies, equipment, and collection development and maintains documentation of expenditures; annually provides to the Library Director a written budget request with justification and cost expectations for the coming year based on utilization of current budget and projected objectives and plans.
  • Assists with hiring of Dunn Public Library staff.
  • Trains, directs, schedules, supervises and evaluates the work of staff and volunteers at this location; sets goals with staff and monitors progress.
  • Plans, selects and coordinates collection development and evaluates and maintains the collection of library books and materials within budget constraints to meet patron's needs and expectations.
  • Promotes library services, activities, news and special events utilizing a variety of communication media.
  • Develops professional skills, knowledge, and abilities through workshops, conferences, professional affiliations, and examination of professional literature. Uses this knowledge to analyze and improve the library's public services, facilities, technology, and staff development.
  • Directs and coordinates the development and maintenance of library collections in all formats to ensure that the library provides quality materials that meet the needs of the community. Stays abreast of publishing trends and continually evaluates local impact and interest through analysis of library usage data and allocates funds accordingly.
  • Gathers and maintains financial reports and deposits of all monetary transactions of the library.
  • Ensures the library facility, grounds and all equipment are in good and safe working order; remains alert and aware of potential problem situations developing within the building or grounds.
  • Knowledgeable of computer hardware, software and peripherals utilized in automated library systems, public usage computers, and electronic equipment.
  • Assists patrons in the use of the library's automated system and general computer software, internet usage and electronic devices.
  • Troubleshoots the computers, printers, copier and other equipment problems; if no resolution reports the problem to the library Systems Manager or IT staff for assistance.
  • Remains up to date in the use of electronic devices. Trains staff in the usage of new electronic devices and their use with the library resources.
  • Gathers and maintains statistical information to prepare reports, surveys and other documentation to determine and support the needs of the Angier Public Library.
  • Works with other Library Managers in establishing divisional goals, objectives, procedures, policies and training to assure services are responsive to the public needs and interests.
  • Promotes community image of library and public awareness of library services through businesses, schools and groups, public information programs, outreach programs, displays, and public presentations.
  • Develops partnerships with area public and private organizations.
  • Provides instruction and assistance to patrons in reference methods and sources, guidance and direction with the use of the computer and in locating and using library materials and resources.
  • Develops and manages library programming for the public, to include working with patrons on needs for programming, adjusting program goals as needed, and delegates responsibilities for leading individual programs to full-time staff.
  • Represents the interests of the library to the community, and other governmental and professional organizations.
  • Collaborates with Harnett County Library leadership to develop the overall vision, goals and objectives of the library, integrating the ideas of the public, staff, and Harnett County Library Board.
  • Ensures adherence to the department's policies, procedures, safety rules and regulations.
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS

MINIMUM REQUIREMENTS TO PERFORM WORK:
  • Master's Degree in Library Science from an ALA Accredited or approved equivalent graduate school.
  • North Carolina Public Library Certification within one year of employment.
  • Experience managing a library branch or related supervisory experience
  • Possession of a valid North Carolina driver's license.
KNOWLEDGE, SKILLS, and ABILITIES:
  • Thorough knowledge of the principles and practices of public library system administration.
  • Thorough knowledge of public library policies, procedures, and standards of service.
  • Thorough knowledge of Federal, State, and Local regulations governing library operations.
  • Knowledge of current trends in library services, programming, and technology.
  • Knowledge of the methods for evaluating public library programs, policies, and operational requirements.
  • Knowledge of the processes for developing and administering budgets.
  • Knowledge of supervisory principles, practices, and methods.
  • Knowledge of and skill in operating the various computer systems associated with library service delivery.
  • Knowledge of the North Carolina Cardinal catalog system as well as the Dewey Decimal System.
  • Skill in directing public library operations, programs, and services.
  • Skill in ensuring the delivery of quality library programs and services to the community.

  • Skill in responding to and resolving complex issues and complaints involving library related matters.

  • Ability to repair various types of damages books and cover new books during processing.

SUPPLEMENTAL INFORMATION

PHYSICAL DEMANDS:
Must be able to perform light work frequently exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 20 pounds of force to move objects. This work also involves the physical abilities of crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, speaking, standing, stooping, expressing ideas by the spoken word, and walking. An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy, and works with computer.
WORK ENVIRONMENT:
The employee works in a library environment. Job duties require working an assigned schedule which could be a combination of mornings, afternoons, and evening work as well as weekends.
