Job Description: Design Oversight Director - Rail and Transit Program Background The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project. As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP) to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services. Opportunity: Parsons is seeking a highly experienced Design Oversight Director for a large Rail and Transit Mega-Project in NY/NJ. Responsibilities:
Provide strategic leadership and direction to the design team, guiding them through all phases of the design process from concept development to detailed design and construction. Collaborate with project stakeholders, including engineers, architects, contractors, and clients, to translate project requirements into creative and feasible design solutions. Oversee the development of design concepts, drawings, specifications, and technical documentation to meet project objectives, regulatory requirements, and industry standards. Conduct design reviews, value engineering assessments, and risk analyses to optimize design performance, minimize costs, and enhance constructability. Ensure design quality, accuracy, and compliance with project specifications through thorough technical checks and coordination with relevant disciplines. Manage design changes, scope modifications, and design-related issues, proactively identifying and addressing potential impacts on project schedule, cost, and quality. Foster a culture of innovation, collaboration, and continuous improvement within the design team, promoting creativity, excellence, and sustainability in tunnel design. Qualifications:
Bachelor's or Master's degree in Civil Engineering, Tunnel Engineering, Architecture, or related field. Minimum of 10-15 years of experience in tunnel design and construction, with a focus on underground structures and geotechnical engineering. Proven track record of successfully managing complex design projects from inception to completion, preferably in tunneling or infrastructure projects. Strong technical expertise in tunnel design software, structural analysis tools, and BIM technologies. Excellent leadership, communication, and stakeholder management skills. Professional licensure and certifications in relevant engineering disciplines are preferred.
