Minneapolis Surface Water & Sewer (SWS) Division provides stormwater and wastewater management to protect the community and water resources. We take pride in our clean water, thriving community, and our reputation as a trusted environmental steward.

Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
The City of Minneapolis does not sponsor applicants for work visas.

Communications and Marketing

  • Develop and implement appropriate research-based education and outreach plans and communication strategies with clear and consistent messaging that reflects SWS’s brand and communications goals.
  • Produce or manage the production of brand-specific written and visual materials, including videos, brochures, postcards, flyers, door hangers, web content, social media, etc. to support SWS’s communications and outreach efforts.
  • Form, coordinate, and manage the SWS Education Team, composed of both internal and external members.
  • Collaborate with the Communications Department, MPRB education and engagement staff, and local nonprofits to coordinate, implement, and administer marketing and community outreach and education.
  • Ensure outreach and communications materials are accessible in multiple formats and languages.

Community Outreach

  • Coordinate, implement, and administer community outreach, engagement, and education to achieve NPDES MS4 permit requirements.
  • Work in partnership with the City’s Neighborhood and Community Relations and Communication Departments.
  • Plan and facilitate meetings, workshops, and community outreach with internal and external partners.

Program Evaluations

  • Collaborate with the SWS teams to identify, develop, implement, and evaluate educational programs and metrics.
  • Develop and implement monitoring, evaluation, and reporting protocols.

Events and Presentations

  • Plan, manage, and participate in internal and external community and special events.
  • Work with the SWS Director and management team to prepare presentations.
  • Support SWS with vision, conceptualization, production, and editing of communication materials.
  • Prepare and make presentations to groups, citizens, elected officials, and staff.

General Communications Support

  • Develop, manage, monitor, and evaluate communications and outreach related budgets.
  • Draft/produce letters and other important documents for internal and external audiences.
  • Collect and compile data for reports to gauge success of outreach efforts.

Minimum Education

Bachelor's Degree in Public relations, Communications, Business Administration, Environmental Studies, Environmental Education, Public Health or related field.

Minimum Experience

Three years of experience that includes developing and evaluating educational and communication strategies and plans, conducting community outreach activities, using software and web applications to produce effective communication products.

Equivalency

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process

The selection process will consist of a rating of relevant education and experience 100%. It is important that your application show all the relevant education and experience you possess. Only those candidates who attain a passing score of 70% on each step in the selection process will be placed on the eligible list.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title.

Union Representation

This position is represented by a collective bargaining agreement between the City of Minneapolis and the Professional Employees Unit.

Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This eligible list will expire one month after it has been established.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.

Additional Qualifications

  • Experience developing educational and communication strategies and plans.
  • Experience designing, delivering, and evaluating outreach, engagement, and educational programs.
  • Experience conducting community outreach activities.
  • Knowledge of NPDES MS4 permit requirements, City ordinances, and other applicable regulations.
  • Considerable knowledge and skills in using software and web applications to produce effective communication products.
  • Experience developing social media and other electronic communications.
  • Experience using the Microsoft Office suite of products.
  • Demonstrated skill and ability in developing, implementing, and overseeing complex projects.
  • Strong verbal and written communication skills.
  • Good editing skills.
  • Possess strong interpersonal skills.
  • Ability to make effective presentations.
  • Skill in creating and implementing communications plans.
