Scope of Work: The Department of Health and Human Services is seeking one (1) highly skilled contractor to assist in our Information Technology Project Management Office, overseeing and successfully managing various projects simultaneously through to implementation. Responsibilities will include acting as Project Manager for assigned IT Projects and developing documents for systems as needed. The Program Manager will be expected to coordinate with Montgomery County’s Department of Technology and Enterprise Business Services (TEBS), DHHS department staff, State agencies, vendors, and other entities as required.

General tasks include: Serve as Project Manager and Meeting Facilitator for assigned DHHS projects, ensuring structured implementation, timely completion, and adherence to scope and budget. Conduct data collection, regular checkpoints, and briefings for DHHS Senior Leadership Teams, workgroups, and project teams as required. Develop and implement Project Management Plans with proper documentation (e.g., requirements, support plans) to ensure smooth knowledge transfer and system support. Prepare and deliver project status updates, including progress, risks, and performance metrics, for DHHS-supported IT systems. Enhance DHHS IT Operations by documenting requirements, managing system changes, and using tools like ServiceNow. Support special DHHS technology initiatives, such as Active Directory reconciliation, application analysis, and transitioning user data to the cloud.

Required Technical Skills & Hands-on experience: Minimum Skill Set At least 5 years of prior project/program management experience at least 4 of which includes experience managing multiple IT initiatives simultaneously Prior experience with large-scale projects updating or replacing IT Systems serving more than 1,000 users Creation of and use of existing tools to manage the application inventory to determine methods to reduce costs. Proficient in Microsoft Office and o365.

Knowledge of software and implementation methodologies Prior experience with scope management Prior experience in managing contracts greater than $5M Industry-recognized Project Management Certification for example (PMP). Excellent oral and written communication skills as evidenced by prior experience in the development of reports or presentations to Executive Leadership Experience managing diverse teams, stakeholders and vendors

Preferred Skill Set Experience with government, health and human services programs, organizations, and information systems Working knowledge of Electronic Health Record systems Knowledge of Case Management Systems Extensive knowledge of Microsoft Active Directory (AD) Prior experience with organizational change management

Education BS or BA degree (in a technical field is a plus), master’s degree preferred. Contract staff will report directly to Jon S. Frey Contract staff must have reliable transportation and mobile communication and be able to travel to work sites within Montgomery County or work-related locations.

Deliverables : Monthly Time Sheet:

Includes an overview of work performed, submitted for Task Order Manager review and approval. Project Management Deliverables:

Application, service, and website deliverables; completed project artifacts; regular status reports; and risk assessments. Prior to Completion:

Creation of documentation (requirements, development, test plans/results) to validate project requirements. Upon Close Out:

Provide support plans, design documents, and sustainment team documentation. Regular Reporting:

Weekly project status reports, management briefings, and status updates for specific initiatives. Special Projects:

Research needs, develop action plans, chair working sessions, track execution, and ensure sponsor approval.
