POSITION SUMMARY
The incumbent is responsible for directing the operation of the three public libraries in the Columbia County library system, coordinating with the Greater Clarks Hill Regional Library System, and will provide services to the citizens of Columbia County. This position is responsible for promoting library services to the community. The incumbent assumes a leadership role by coordinating staff activities of the County libraries.
Work requires sitting at a desk with moderate standing and walking. Occasional lifting of objects weighing 25 pounds or less and must occasionally lift objects weighing 25 pounds or more. Employee must use equipment which requires a high degree of dexterity. Work is performed in an office or library.
This position requires weekly visitation to the Harlem and Grovetown libraries to ensure the functionality of the branches.
The incumbent provides direct supervision of the Reference Manager, Circulation Manager, Children’s Librarian, Evans, Harlem, and Grovetown Branch Managers and indirect supervision of all other County library positions.
NATURE AND SCOPE
Successful performance in this position assures that county library facilities will provide efficient and effective services to citizens.
Guidelines include a Branch Manual which describes the library circulation system, computer software manual, the County Personnel Policies and Procedures Manual, and all relevant county operating procedures and policies. Manuals are fairly specific, but employee must use sound judgment in deciding which rule applies to a situation.
Work in this position is made complex by the necessity to handle many ongoing projects at once and multitasking.
Contacts are typically with other library employees, County employees, Library Board members, library support organization representatives, and users of library services.
PRINCIPAL ACCOUNTABILITIES
- Hires, trains, supervises, and evaluates staff of Columbia County libraries.
- Develops and implements regular work schedules, special projects, and seasonal job schedules.
- Conducts regular staff meetings to coordinate activities of library departments and staff.
- Coordinates library participation in Georgia PINES system with Regional Library and will advise computer staff if PINES hardware and equipment is not operational.
- Develops and administers annual county library budget under review of Library Board and County Commission.
- Makes recommendations to Library Board regarding policy matters, changes in services, and staffing needs.
- Maintains financial records of library income and expenses and submits monthly reports to Finance.
- Prepares agendas for Library Board meetings.
- Prepares monthly reports for Columbia County Library Advisory Board and the Greater Clarks Hill Regional Library System.
- Works with consultants, architects and contractors in library design, construction and renovation projects.
- Supervises property inventories and approves supply orders for the Columbia County Libraries.
- Works with Library Board to secure grants and donations from community funding sources and corporate donors.
- Provides guidance and training of Evans, Grovetown, and Harlem Branch Managers and visits the branches regularly to directly assess needs.
- Assures proper physical maintenance of building and grounds at the three county libraries.
- Secures displays for library lobbies.
- Supervises acquisitions and renewals of collections for Columbia County libraries as needed.
- Applies the guidelines for determining age-appropriate book placement to determine location of books within libraries.
- Maintains awareness of current trends in library services by attending conferences, reviewing professional journals, and institutes new concepts within the Columbia County libraries.
- Conducts library tours and makes presentations to community groups on library services; promotes and encourages utilization of library facilities; and serves as public relations liaison between the libraries and the community.
- Coordinates with Greater Clarks Hill Regional Library providing programs and services to citizens of Columbia County.
- Works directly with library support groups such as Friends of the Library and to foster good working relationships.
- Approves payroll for library management personnel, and requisitions for library purchases.
- May, on occasion, provide assistance to professional Library staff as needed, providing services such as circulation, answering reference questions, responding to telephone inquiries, instructing patrons in use of online catalog and providing information on library programs and services.
- Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of library administration and operations including management and supervision.
- Knowledge of library books and literature in general, standard reference sources and the internet.
- Knowledge of library specific software, word processing and other various software applications.
- Knowledge of bookkeeping principles.
- Knowledge of community resources that support the library’s mission.
- Knowledge of state and county guidelines relevant to library operation.
- Skill in oral and written communication.
- Skill in management, supervision, employee relations, public relations and public speaking.
- Ability to formulate an annual library business plan to incorporate goals and objectives, proposed programs, and forecasting of financial and administrative goals.
DESIRABLE TRAINING AND EXPERIENCE
A Masters of Library Science from an accredited university is preferred; experience to sufficiently understand the diverse objectives and functions of the subunits in the division/department. A minimum of three to five years library related experience and two years supervisory and management experience is required. Grade 5 or higher Librarian certification from State of Georgia within six months from date of hire is required. Possession of or the ability to readily obtain a valid driver’s license is required.
