About the Office of County Administration:

The Office of County Administration (OCA) exists to implement the policy and goals established by Commissioners Court. The County Administrator is charged with day-to-day oversight of County government and providing guidance and coordination to all County departments.


About OCA’s Division of Grants & Partnerships:

The mission of the Grants & Partnerships Division is to maximize the impact of external funding and partnerships to achieve Harris County priority outcomes with equity, transparency, and accountability. Within the Grants & Partnerships Division, there are three departments: Grants Management, Philanthropy, and the American Rescue Plan Portfolio Management Office (ARPA PMO). This position serves on the Grants Management team.


About the Position:

Harris County is in the process of revolutionizing the internal function of grants administration, in alignment with the County’s vision statement and strategic framework. We are building a team of dedicated technical experts to ensure that the County is making the highest and best use of all grant opportunities. This role will play a pivotal part in ushering in the changes necessary to meet our goal of increasing overall grant funding awarded to the County by maintaining the grant opportunities pipeline and grant court agenda status boards, providing administrative support to a portfolio of County departments in their pursuit of new grant funding, and processing grant agenda items for Commissioner’s Court. The Grant Writing Specialist reports to the Manager, Grants Production within the Office of County Administration. This is a unique opportunity to have a transformational impact on the County and its residents.

Duties and Responsibilities:

Grant Writing and Proposal Support

  • Lead the development, writing, and submission of grant proposals to federal, state, and private funding agencies in collaboration with County departments.
  • Perform professional editing of grant narratives and budgets developed by County departments to ensure that all Grantor requirements are met, each grant application is cohesive and compelling, and that the County is best positioned to win.
  • Meet grant proposal deadlines by establishing priorities and target dates for information and coordinating information gathering and milestone management across relevant County departments, program staff, and external collaborators.
  • Manage grant application materials in Grantor portals and workspaces and ensure that there is a copy of every submitted application saved to County files.
  • Develop materials and participate in trainings for Countywide grants staff on grant writing and grant budgeting best practices.

Data Management

  • Ensure that Countywide grants management systems and Monday.com status boards are maintained in real time via consistent check-ins with Countywide grants staff and performance of accurate data entry.

Commissioner’s Court Agenda Support

  • Collaborate with the OCA’s Court Agenda team, County departments, the County Judge’s Office, and other entities to ensure that all grant requests for court action (RCAs) are completed in accordance with County policies.

Education and Experience:

  • Bachelor’s Degree from an accredited college or university in Political Science, Public Policy, Government Administration, or related field.
  • At least (8) years of work experience required, including demonstrably successful grant writing and/or creative nonfiction writing that meld technical information with compelling prose and have resulted in positive, tangible community outcomes.

Knowledge, Skills, and Abilities:

  • Knowledge of local, state, and/or federal government grant application requirements.
  • Skilled in complex grant writing support involving multiple collaborators and systems.
  • Proactive and self-starter initiative, being able to operate within a program start-up environment and handle the associated ambiguity.
  • Ability to adhere to and diplomatically enforce strict deadlines.
  • Ability to discern when a given issue needs to be escalated for leadership input and action.

Position Type and Typical Hours of Work:

  • Regular Full-Time
  • Monday – Friday | Hours flexible between 7:00 a.m. – 6:00 p.m.
    • Flexible schedule.
    • Minimum two days per week in the office (and as needed for coordinated meetings and events).

Salary:

  • $47.39 - $72.37 Hourly
  • Depends on Qualifications
  • Based on 26 Pay Periods
    • Plus, benefits

Work Environment:

  • Standard office environment.

Reporting Relationships:

  • Reports To Position: Manager, Grants Production

Employment may be contingent on passing a drug screen and meeting other standards.
