POSITION TITLE: Assistant Library Director
REPORTS TO: Library Director
SUPERVISES: Public Services Manager, Librarian I – Technical Services, Librarian I – Adult Services, Digital Library Supervisor
PURPOSE OF POSITION:
Responsible for assisting the Library Director in the planning, organization, supervision, development, and administration of library services, personnel, operations, and programs.
ESSENTIAL FUNCTIONS:
- In the absence of the Library Director, responsible for the daily operation of the city’s library through complex administrative and professional library work.
- Professional work in the management, development, and implementation of library programs and services, and coordination with the community and among library departments.
- Supervision of professional, paraprofessional, clerical, and volunteer staff, direct contact with the public in disseminating information, project management, and strategic planning.
- Assists in developing, maintaining, and implementing departmental goals and objectives, policies, and procedures designed to ensure the efficient operation of the city library, including the Sump Memorial Library and Papillion Landing Digital Library.
- Works with Public Services Manager and Digital Library Supervisor to facilitate positive user experiences at all library locations and service desks.
- Selects, orders, maintains, and discards adult materials to ensure the efficient provision of services and materials to the community.
- Works with the Youth Services Manager and Technical Services staff to ensure that the overall library collection meets the needs of the community.
- Assists in the selection and maintenance of electronic databases for use by the public.
- Manages the creation, marketing, implementation, and coordination of a number of adult-focused projects and programs through supervision of the Adult Services Librarian.
- Establishes goals and objectives for adult services and aids in their implementation.
- Facilitates programming of interest to the community.
- Assists in the general planning and acquisition of technology services in order to determine, assess, and provide services to the public.
- Performs supervisory functions such as staffing, scheduling work, assigning work duties, training employees, conducting staff meetings and performance evaluations, and addressing complaints and solving problems.
- Participates in the screening of applicants for vacancies.
- Responsible for the day-to-day management of the library facility, including coordinating repair work with the city’s maintenance staff and third-party vendors.
- Assists the Library Director in strategic planning and budget formulation.
- Provides leadership in developing an active relationship between the community and the library.
- Serves as a liaison with various community groups, governmental agencies, and municipal officials; coordinates library programs with other organizations and libraries.
- Attends Library Board, Library Foundation, and Friends of the Library meetings. Attends City Council meetings as requested by the Director.
- Participates in state, regional, and national professional library organizations to maintain awareness and keep abreast of new equipment, procedures, and technical innovations that relate to library operations.
- Assesses the training needs of library staff and provides plans to meet those needs to the Library Director.
- Assists public services staff, as needed.
- Operates standard office equipment in the performance of job duties.
- Participates as a member of the Papillion Libraries staff and demonstrates effective personal performance skills.
- Physical presence at the assigned job location is an essential function of this role.

ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:
- Knowledge of and the ability to apply the principles and techniques associated with professional library work, modern library systems, and programs.
- Knowledge of and ability to utilize computers, mobile/consumer technologies, and software applications as they pertain to library systems and educational technology.
- Knowledge of the library collection classification system and collection development techniques, circulation, and reference methods.
- Ability to plan, assign, direct and supervise the work of subordinates.
- Ability to communicate effectively, verbally and in writing, in English.
ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:
- Must possess a valid driver’s license at the time of hire.
- Graduation from an accredited college or university with a Master’s Degree in Library Science, or related field, or an equivalent combination of education training and experience.
- Must have two (2) years of experience in public library administration, or an equivalent combination of education, training, and experience.
- Must have one (1) year of responsible supervisory experience, or an equivalent combination of education, training, and experience.
- Must have Nebraska Library Commission Public Library V Certification or must obtain within a time frame established by the employer.
- Must be bondable.
ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:
Work is generally performed indoors in an office setting and requires routine bending, lifting, and carrying office supplies, library books, and other materials. The incumbent is required to frequently sit for extended periods of time, talk, hear, and must have the ability to transport themselves to and from various locations within the city library.
Work hours may occasionally be required in times of darkness. Vision abilities required include close vision and the ability to adjust focus. The noise level is usually quiet or moderate but may be intense depending upon the scheduled activity.
Work requires extensive interaction with the general public and may be stressful when dealing with citizens and/or meeting deadlines.
