JOB SUMMARY

To support the Director of Security and School Safety. Assists with development and maintenance of the district's High-Quality Multi-Hazard Emergency Operations Plan (EOP), to ensure the district is aligned with emergency management principles of prevention, mitigation, preparedness, response and recovery for all students, staff, and visitors to campuses and facilities. Responds to campus emergencies and acts as a Liaison between First Responders and district administrators while supporting the Incident Commander in incident stabilization and societal restoration. Conducts workshops, tabletops, drills and exercises to evaluate capability and feasibility of the EOP. Conducts variation of Crime Prevention Through Environmental Design audits of district facilities. Oversees the district's crossing guard program.

MAJOR DUTIES & RESPONSIBILITIES

1 Reviews, evaluates and updates the Multi Hazard Emergency Operations Plan to improve the district's ability to respond to and recover from the effects of human made, natural or technological disasters.
2 Ensures compliance with applicable Texas Administrative Code (TAC), Texas Education Code (TEC), federal and state laws and compatibility with city, county, state and federal plans.
3 Develops and maintains inventory of disaster- related resources within the school district.
4 Assists with site-visits to perform campus safety and security audits at each campus.
5 Collects and analyzes safety and security data for annual audit report.
6 Partners with the Director of Safety and Emergency Management in developing district wide safety and security training programs.
7 Assists with development and training of the district's training and exercise to include workshops, tabletops, drills and exercise programs.
8 Coordinates activities and participates on the district's school safety and security committee.

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

9 Provides consultation and technical assistance to the district's Board, partnering school districts, emergency managers, first responders, parents, volunteer agencies and all others involved in community-wide emergency management efforts.
Responds to and provides assistance to campuses and/or other district facilities during critical incidents and/or emergencies. Response may require flexible hours, intermittent or prolonged sitting, standing and exposure to extreme weather conditions.
10 During incident response may serve as district emergency management liaison to Houston Office of Emergency Management (HOEM), Harris County Office of Emergency Management alongside the Director Security and Emergency Management or the District Emergency Management Coordinator.
11 During natural disaster response may be required to forward deploy to Houston Office of Emergency Management (HOEM), Harris County Office of Emergency Management (TRANS STAR) and provide 24 hr. coverage (12 -16 hr shifts) as district emergency management liaison.
12 Participates in district and emergency mission partner training and exercise program during the summer months.
13 Assists with consultation and technical assistance to the district's Board, partnering school districts, emergency managers, first responders, parents, volunteer agencies and all others involved in community-wide emergency management efforts.
14 Participates in other duties to include traffic flow studies, policy development and analysis, inventory, and website management.
15 Reviews, analyzes and provides guidance and feedback on Behavioral Threat Assessments as required.
16 Understands and enforces district and HISD Police Dept policies and procedures.
17 Demonstrates a high level of integrity and ethics.
18 Performs other duties and responsibilities as assigned by the Director of Safety and Emergency Management.
19 Fills the role of the District Emergency Management Coordinator in his/her absence.

EDUCATION

Bachelor's degree or equivalent work experience

Equivalent work experience is 4 years of relevant safety experience in addition to minimum work experience in 3 years of City or K-12 Emergency Management

WORK EXPERIENCE

3 to 5 years

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

High proficiency in use of technology (i.e. data entry, advance software platforms, electronic reporting, cell phones, two-way radio use, trouble shooting of hardware and various systems and software)

LEADERSHIP RESPONSIBILITIES

Regularly provides project management or team leadership to a group of two or more employees but does not have formal supervisory responsibilities. Leading and directing typically involves monitoring work and providing guidance or escalating issues. Most of the time is spent performing many of the same duties they are leading.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work involves the application of moderately complex procedures and tasks that are quite varied. Heightened situational awareness and independent judgement is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

BUDGET AUTHORITY

No budget development activity is required.

PROBLEM SOLVING

Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing method or generate new ideas.

COMMUNICATION/INTERACTIONS

Information sharing, will interact with Criminal Justice Information Systems (CJIS), Confidential Information, HIPPA , FERPA and For Official Use Only (FOUO). Gives information such as observations, technical direction, instruction and report results. Interaction includes school district administration, first responders, mission partners and industry mission partners.

CUSTOMER RELATIONSHIPS

Take requires actions to ensure the safety and security of students, staff, first responders and the school district communities. Responds promptly and accurately to customer complaints, inquires and request for information related to school safety and emergency management. Ensures appropriate follow up.

WORKING/ENVIRONMENTAL CONDITIONS

Work involves some exposure to moderate risk of accident and requires following basic safety precautions. Must be physically able to operate a variety of equipment including computers, copiers, etc. Ability to carry and or lift objects weighing 15 to 4 pounds from one location to another. Work includes bending and stooping, and intermittent sitting and standing, and stooping for sustained periods of time. Moderate exposure to extreme weather condition (heat, rain, darkness and cold). Light work usually requires walking or standing to a significant degree. Report during the event of a disaster, manmade or natural on a 24/7 basis and be on call to mitigate any potential threats to the district.
