Under general supervision, supports geographic information system activities including but not limited to database development, database maintenance, application development and testing in the Office of Information Technology. Oversees and manages activities related to the Geographic Information Systems (GIS) databases and applications. Essential Duties
Leads development of geodatabase specifications, database dictionaries and technical procedures. Develops and performs quality assurance/quality control testing on geodatabases. Facilitates the development of agency requirements and designs for GIS applications. Manages the design, construction, testing and implementation of GIS models using model builder and python. Performs analysis on a broad variety of geodatabases. Identifies and provides recommendations on solutions for business process improvement opportunities involving geographic information systems. Coordinates geodatabase certifications according to GIS Service Level Agreements. Develops complex queries and scripts to perform analysis of geodatabases and related databases using structured query language (SQL). Coordinates, prepares and executes GIS application test plans. Prepares and delivers training on GIS applications. Creates Federal Geographic Data Committee (FGDC) compliant metadata for geodatabase development and maintenance projects. Coordinates on-site technical assistance to supported departments and agencies. Provides access to GIS products and services available to internal and external customers. Interacts with contractors to ensure delivery of quality products and to solve production issues. Prepares requests for scope of work and vendor proposals. Leads the design, modeling and development of relational data models. Provides on-call support for County Emergency Operations Center. Provides support for GIS related websites. Manages issue logs and communication to Project Manager on project status. Leads team in performing duties associated with databases compilation and maintenance. Participates on the GIS Committee and chairs sub-committees. Manages GIS-related projects using project management standards and techniques. Provides quality customer service. Examples of Other Duties Undertakes special projects as assigned. Performs other related duties as required. Required Qualifications Graduation from an accredited college or university with a bachelor’s degree in Geography, Geographic Information Systems, Cartography or a related field plus four years’ experience in the operation of geographic information systems. (Experience using a geographic information system may be substituted on a year-for-year basis up to a maximum of four years for the required education.) Knowledge, Skills, and Abilities (Entry Level) Comprehensive knowledge of database design principles and best practices. Knowledge of project management techniques. Knowledge of technical concepts of database modeling and scripting workflow processes. Knowledge of business process analysis and techniques to identify opportunities for Business Process Improvement using GIS or other information technologies. Knowledge of application development using .NET or other programming languages. Knowledge of Systems Development Life Cycle (SDLC). Skill in the operation of geographic information systems. Skill performing database modeling, designing relational GIS databases and supporting data conversion and synchronization activities. Skill supporting geographic information systems users and provides solutions to technical problems. Skill in performing technical research to assist the application programmers and database administrators. Skill supporting Service Level Agreements for databases and agencies, along with executing database maintenance plans. Skill applying techniques of structured query language (SQL) and relational database technologies. Ability to provide system administration to GIS integrated, off-the-shelf applications. Ability to perform technical lead responsibilities on database and application projects. Ability to effectively coordinate and lead sub-committees on the GIS committee. Ability to prepare and provide training on GIS specific topics. Ability to communicate effectively. Ability to establish and maintain effective working relationships. Ability to provide outstanding customer service. Knowledge, Skills, and Abilities (Full Performance) Comprehensive knowledge of County and departmental rules, regulations, policies, and procedures. Comprehensive knowledge of the County’s GIS applications and databases. Skill in the operation of the County’s geographic information systems. Skill in providing support to County GIS users related to the GIS application portfolio, databases and infrastructure. Skill in managing and administering GIS integrated applications. Skill in developing scripts using structured query language. Skill in providing project management support for projects. Skill in performing business process analysis and requirements documentation using techniques. Skill in the preparation and training on GIS specific topics. Skill in applying the County’s System Development Life Cycle (SDLC) on projects and initiatives. Skill in performing technical lead responsibilities on database and application projects.
