The Position Assist in planning, organizing, directing, and reviewing the activities and programs related to the emergency management functions within the Department of Emergency Management (DEM); provide highly responsible and complex administrative support to the Director of Emergency Management; and act as the Director in their absence. The Ideal Candidate As the Assistant Director of Emergency Management, you will be responsible for but not limited to the following: Assist the Director of Emergency Management in designing, administering, directing, and coordinating all departmental activities and programs, including establishing and achieving department priorities, goals, and objectives, strategic and long-range planning. Provide oversight and leadership in carrying out the day-to-day operations of the Department, including managing the implementation of emergency management programs by leading, supervising, training, assigning, and evaluating the activities of emergency management personnel. Oversee administrative functions of the department as assigned, including fiscal, human resources, facilities/safety, contracts/grants, and technology issues; ensure department operations are consistent with County rules, policies, and procedures; either directly or through subordinate staff seek new sources of funding; ensure appropriate administration of contracts and grants; and ensure implementation of appropriate technologies to maximize efficiencies and services. Develop, review, and implement emergency plans, protocols, and standard operating procedures to meet established goals. Develop, evaluate, and implement department policies, workflow procedures, standards, goals, and objectives, including for monitoring and evaluating DEM responses in times of disaster; analyze programs and services to continually seek program and process improvements. Participate in the development, and may oversee the preparation, of the department's budget and operational improvement plans; ensure and prioritize appropriate allocation of resources to achieve measurable goals and program objectives; research, analyze, and advise the Director of specific costs and recommendations for programs and services. Manage and participate in personnel actions for the department, including selection, performance planning, discipline, training, and development. May represent the department and Director before the Board of Supervisors; work with other County departments to advance the needs of the department and the County. Serve on committees to represent the Department's needs; represent the Department to external stakeholders, including community-based organizations, schools, and the public; and act as a liaison with department heads, employees, the media, and the public. Act as the Director of Emergency Management in their absence. Perform related duties as assigned. Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: Four years of increasingly responsible professional experience performing duties related to emergency/disaster management, including experience in a senior-level administrative or management position. Knowledge of: Public alert and warning systems, including operational frameworks, technical requirements, and best practices. Securing, managing, and administering emergency management grants. Emergency services administration, including appropriate methods, procedures, and technical expertise, program development and evaluation. Principles and practices of management necessary to plan, organize, direct, manage, and evaluate staff and functions of an emergency preparedness, recovery, and response operation. Federal and State codes, laws, regulations, and ordinances related to local and regional disaster management and hazardous materials incident preparedness, response, and recovery. Technology, trends, and techniques in the areas of emergency and disaster preparedness, response, relief, and recovery. Principles and practices of public administration, organization, budget, management analysis, supervision, personnel management, and employee relations. Strong mediation and conflict resolution skills. Supervisory techniques, resource allocation, planning, and budgeting including training methods, models, and techniques. Skill/Ability to: Plan, organize, manage, and evaluate staff and operations of an emergency preparedness, recovery, and response operation. Direct and coordinate all levels of personnel and aspects of emergency services administration in an actual emergency or disaster situation. Determine emergency management and disaster preparedness program objectives, priorities, and approaches. Develop and implement policies, plans, and procedures for monitoring and evaluating responses in time of emergency or disaster. Interpret, apply, and explain County policies and State and Federal legislation related to emergency services. Analyze and evaluate statistical data and reports related to emergency services. Ability to achieve the professional confidence of others and to elicit cooperation from others. Establish and maintain effective working relationships with staff, the public, representatives from other agencies, the community, industry, media, and other organizations. Ability to coordinate a variety of complex tasks simultaneously. Effectively manage, train, develop, and mentor staff. Communicate effectively orally and in writing. Ability to make sound decisions in a manner consistent with the essential job responsibilities, including answering questions, releasing information, analyzing and projecting consequences of decisions and/or recommendations. Be available in the event of a disaster and work evenings, weekends, extended shifts and hours as required. Lift items less than 50 lbs, perform some bending, stooping, squatting, and considerable walking. Work effectively in a high-stress environment. Departmental Promotional Only.

Only current County of San Mateo employees in the Department of Emergency Management with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date may apply.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
