The Role:

As a member of the Library Executive Management team, this position is responsible for planning, organizing, and managing the activities and staff of a library division. Provides highly responsible and complex administrative support to the Deputy Director, Library Services.

The ideal candidate for the role will have a Master's Degree in Library Science from an American Library Association accredited University and five years of professional library administration experience including three years of supervisory experience. Master’s degree in Library Science from an American Library Association accredited University is required. Additional experience cannot be substituted for the educational requirement.

Responsibilities:

  1. Plans, organizes and manages the activities and staff of a library division.
  2. Recruits, directs, supervises, motivates, and evaluates assigned staff.
  3. Develops, implements, enforces and monitors the policies, procedures, regulations, goals and objectives for the library services.
  4. Develops and monitors the budget for a library division, including grants; participates in the development of the department budget; forecasts funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments.
  5. Develops long-range plans and operating policies and procedures for assigned program area.
  6. Prepares oral and written reports for City Council, City Management, Library Advisory Board, and other organizations.
  7. Participates in the development and implementation of goals, objectives, and priorities for assigned division, branch and functional area of responsibility, utilizing Balanced Scorecard principles.
  8. Participates in the selection of assigned staff; supervises, trains, motivates, and evaluates technical and professional library personnel; provides or coordinates staff training in areas of specialization.
  9. Interprets data, identifies alternatives and establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
  10. Assists and develops technical specifications and requests for proposals for products and services and negotiates agreements and contracts with vendors.
  11. Coordinates with vendors to support library initiatives and services.
  12. Analyzes, plans, and participates in the development of special and capital improvement projects, including building or renovation projects, and monitors project progress.
  13. Assesses needs, develops and implements library programs to meet the needs of citizens, schools and other community organizations and agencies.
  14. Represents the Library System and coordinates assigned activities with other departments, elected officials, outside agencies and members of the public.
  15. Plans, develops, modifies or adds new programs or services based on data analysis for the system.
  16. Conducts a variety of organizational and operational studies and investigations.
  17. Researches and recommends professional development opportunities for staff; attends professional group meetings; stays informed of trends and innovations in the library science field and public library administration.
  18. Monitors library practices to recommend changes in the ILS automated system.
  19. Oversees and participates in record maintenance and the preparation and presentation of reports and other correspondence; directs the development of forms and documents for staff and the public.
  20. May serve as Deputy Director, Library Services in his/her absence.
  21. Plans, directs, and coordinates the work plan for assigned service areas; assigns programs and areas of responsibility; reviews and evaluates work methods and procedures; meets with staff to identify and resolve problems.
  22. Assesses and monitors workload, administrative and support systems, and organizational structure; directs and implements changes, including staffing and scheduling patterns.
  23. Performs other related duties as assigned.

Public Services

  1. Oversees collection development management of library materials and associated budget.
  2. Oversees library outreach endeavors and partnerships for library system.
  3. Evaluates policies and procedures for library system.
  4. Oversees and evaluates operational activities of public-facing staff and services.
  5. Liaison between Support Services and Public Services to ensure service excellence.
  6. Oversees volunteer program performance and personnel.

Support Services

  1. Oversees back-of-house functions that have system-wide impacts such as courier services, materials purchasing and inventory management, cataloging, interlibrary loans, marketing, statistical analysis, process improvement, strategic initiatives and other special projects.
  2. Researches and recommends the acquisition of software and hardware in support of library operations or services.
  3. Develops technology plans in accordance with the Library Strategic plan and City information technology guidelines and standards.
  4. As contract monitor, oversees and maintains technology contracts and vendor relations.
  5. Coordinates with City IT and outside vendors on technology related issues including asset management, system-wide updates, and equipment needs.
  6. Provides technical project management assistance to library system.

Minimum Qualifications:

Master's Degree in Library Science from an American Library Association accredited University and five years of professional library administration experience including three years of supervisory experience. Knowledge of:

  • Public Library operations and organization, including services, activities, staffing, facilities, and equipment.
  • Theories, principles, practices, and techniques of personnel management and administration.
  • Theories of technology of library science and library administration.
  • Library automation principles and practices, computer equipment, systems and software.
  • Electronic collection development, information technologies.
  • Integrated library systems.
  • Principles and practices of municipal budget preparation and administration as applied to a library system; and, public library funding sources, including grant management.
  • Methods and techniques of statistical and financial analysis.
  • Operational uses, analysis and capabilities of online and electronic library resources.
  • The application of community-specific demographics to public services.

Ability to:

  • Administer the activities of a central library, a branch library, or a library division.
  • Create and develop new or nurture existing community partnerships to enhance or expand library programming and services.
  • Manage building security and facility maintenance issues.
  • Resolve problems quickly and independently.
  • Use and design of integrated library systems.
  • Plan, organize and manage the activities and staff of multiple functional areas.
  • Supervise, train and develop employees effectively.
  • Perform research, statistical analysis, make recommendations, implement changes, and track and evaluate results.
  • Interpret library policies and communicate library services to the staff and public.
  • Monitor and evaluate program effectiveness.
  • Communicate effectively verbally and in writing.
  • Establish and maintain effective working relationships with City staff and departments, other agencies, vendors, publishers, professional organizations, and the public.
  • Negotiate services, agreements and contracts with vendors.
  • Evaluate the library collection for efficiencies and determine current trends.
  • Develop and monitor a divisional budget.
  • Research, analyze, and evaluate new service delivery methods and techniques.
