Under direction of the Director of Community and Cultural Services; manages, plans, organizes, and administers activities, services, programs, and operations of the Cerritos Library; oversees and manages the Library’s print and multimedia collections, electronic resources, reference desk services, conference center operations, special events, and cultural presentations; plans, guides, and leads programming and service staff in serving Library patrons; gathers and presents statistics on patron program participation and use of print and digital collections for effective resource allocations; plans and develops Library Services budget and cost allocations; recommends and implements Library Services goals, objectives, policies, and priorities; prepares and maintains reports, documents, and records; performs related work as required.
- Manages, organizes, and monitors library public programs and services, including print and multimedia collection development, electronic resources, desk services, classes, conference center operations, exhibitions, special events, and cultural presentations and entertainment.
- Coordinates and oversees library sections, including Adult Services, Circulation, Children's, Facilities, Security, and Technical Services.
- Maintains continuous communication with staff about library services and programs.
- Organizes and implements promotional and informational campaigns for library services; gathers statistics on library services participation and patron use of print and digital collections and analyzes the data for planning effective allocation of library resources.
- Reviews and recommends Library Services technology acquisitions, maintenance, and updates.
- Attends meetings, conferences, and other functions; provides information for, or participates in, discussions regarding Library activities; plans and presents events, services, and programs for Library Services.
- Identifies opportunities for improvement and implements changes to standard operating procedures to enhance services; ensures that the library fully utilizes current information systems and keeps informed of new advances in library-related technologies.
- Initiates, develops, presents, interprets, and enforces Library Services policies, procedures, and recommendations for programs and services implementation; develops and revises as appropriate the Rules of Patron Conduct, Privacy Policy, Computer Reservation System, and Library Cardholder and checkout policies.
- Researches, writes, and presents agenda reports regarding library services, contracts, and policies.
- Plans and prepares recommendations for Library Services operating budgets; prepares reports and presents documents and records for library services revenue, costs, and expenditures.
- Develops applications for grant funding and administers awarded grant programs.
- Manages the library’s procurement processes as directed in City policy, including writing and managing requests for proposals and quotes and transmittals of contracts.
- Reviews and approves library requisitions, invoices, and credit card purchases; manages and oversees recommendations for library facilities maintenance, including carpet replacement, building repairs, and equipment updates; monitors new and ongoing professional services contracts.

- Principles, practices, and methods used in contemporary public library operations.

- Laws, codes, rules, and procedures which apply to cities and public library issues.

- Library Services technology systems and software applications.

- Analyze and implement library programs based on the policies of the City of Cerritos and needs of the community.
- Provide leadership and motivation for the City’s Library Division staff and programs.
- Formulate and administer an effective citywide program of library services.
- Analyze problems and recommend and implement effective solutions.

- Initiate and carry out required procedural assignments.
- Work within, interpret, and apply applicable laws, City and department rules and regulations.

Minimum Qualifications: Education and Experience
- Education: Bachelor’s degree in Library Science, or related field.
- Experience: Four (4) years of administrative library services and programs experience.
