Community Mental Health Promotion Coordinator

The Clackamas County Public Health Division (CCPHD) is seeking a Community Mental Health Promotion Coordinator to optimize the mental health of communities in Clackamas County.
The Community Mental Health Promotion Coordinator is responsible for outreach and education to organizations and individuals to develop skills and social-emotional competence, and build resilience. This position will prioritize rural areas and communities that have been historically marginalized and impacted by racism, discrimination, and health inequities in planning, organizing, and coordinating activities.
CCPHD’s mission is to protect and promote the community’s health by advancing racial health equity, building partnerships, and establishing culturally responsive systems.
This position, which will be part of the Mental Health Promotion and Suicide Prevention team, reports to the Health Equity and Partnership Supervisor in the Public Health Division’s Center for Population Health. The incumbent must have excellent communication skills, self-initiative, and emotional intelligence to liaise between diverse communities and Clackamas County.
Required Minimum Qualifications/ Transferrable Skills:
A minimum of four (4) years of relevant experience collaborating with multi-sector partners to enhance the mental health of communities, particularly rural.
A minimum of one (1) year of relevant experience in each of the following:
- Convening, leading engagement, and promoting collaboration with culturally specific community-based organizations, substance use treatment providers, health systems, educational systems, and faith communities.
- Serving as a technical resource for mental health promotion and prevention. Recommending changes for improvements in program services; recommending solutions to problems; analyzing community resources, program and community needs to enhance service delivery.
- Developing and disseminating culturally responsive and linguistically appropriate messages about mental health-related conditions, resources, and services.
- Preparing fliers, brochures, and other documents. Providing information and education to the public, community groups, and agencies through various venues, including outreach at community events.
- Delivering public presentations, training, and educational workshops to the public, community groups, and agencies.
- Providing in-person and virtual mental health, suicide prevention, and other related training to community partners and members.
- Planning and coordinating projects and implementing work plans related to mental health promotion and prevention in partnership with internal and external stakeholders.
- Collecting data from communities to inform program development.
- Planning and facilitating meetings with internal and external partners. Developing agendas and following up with notes and relevant materials.
- Addressing health inequities and advocating for equitable distribution of resources in under-served populations.
- Working with teams.
Preferred Special Qualifications/ Transferrable Skills:
- Experience building coalitions and empowering populations that experience poor health outcomes to act collectively to improve their health.
- Experience addressing structural and systemic racism.
- Knowledge and experience using the lean process improvement tools.
- Microsoft Office Skills (Outlook, Excel, Word, Teams).
REQUIRED KNOWLEDGE AND SKILLS
Working knowledge of: Principles, methods, and techniques in specific area/field relevant to assigned program; principles and practices of public administration, including organization design, and budget/grant administration; principles and practices of public relations; needs of individuals with limited economic and social resources; needs of individuals/families within assigned program; community resources; case management methods and techniques; program evaluation methods and research procedures; office equipment, including personal computers and software programs.
Some knowledge of: Techniques of supervision, leading work, training, developing and recommending improvement for staff; participative management techniques.
Skill to: Plan and coordinate a human service or community program; effectively develop and utilize available staff, program and community resources; communicate effectively, both orally and in writing; lead the work of assigned staff and volunteers; incorporate team participation in decision-making; relate to a wide range of clients, personnel, professional staff and community representatives; interpret policies and develop corresponding procedures; gather and evaluate data; establish and maintain effective working relationships with program clients, community, private and government agencies, County employees and the public; prepare and present written materials and oral presentations for the public; research and write grants; provide direct program services; interpret policies and develop corresponding program procedures; operate computer software and other office equipment.
