Summary:

The Media Planner & Buyer oversees the buying and planning of advertising placements for the Chickasaw Nation Department of Commerce (CNDC). The role uses market research information to make strategic recommendations for the best possible advertising medium. The Media Planner & Buyer is responsible for acquiring desirable media space and forming good relationships with advertising sales agents to obtain the best prices and values for advertisement placements, campaigns or even media bundles. The Media Planner & Buyer also monitors purchased media to make sure advertisements appear as planned, and they coordinate credits, underdelivery or make goods as necessary to settle accounts.

Responsibilities:
* Maintains files, logs, and records
* Maintains confidentiality, security, and integrity of data and information
* Ensures employees and resources complete assigned training and development
* Maintains knowledge of and enforce all laws, rules, regulations, policies and SOPs for assigned area, e.g. MICS, TICS, hospital standards, health codes, food sanitation, accounting principles, etc.
* Prepares weekly reports
* Mentors, coaches, develops and assists in training in assigned area
* Assigns, reviews, monitors and ensures performance of assigned staff for area of responsibility

- Assigns tasks and responsibilities of assigned staff
- Reviews and documents work effectiveness of assigned staff
- Coaches and corrects assigned staff through performance deficiencies
- Observes and documents work behaviors of assigned staff
- Ensures cooperative and respectful work relationship of assigned staff including interpersonal training and resolving internal issues
* Ensures compliance with all laws, rules, regulations, policies, procedures and guidelines for assigned work area
* May be required to act as Manager on Duty in the absence of the manager to ensure all operational standards are maintained
* Serves as the media buying expert within CNDC with the ability to communicate placement strategy with internal stakeholders, create recurring and ad hoc reports for ad performance, and to train/manage CNDC Marketing team members for media planning/buying support
* Negotiate and secure advantageous rates and placements to optimize campaign reach and impact. Execute media plans while adhering to established property and facility monthly and annual budgets and timelines. Document rates, special placements and added value. Ensure campaign launches are on time and accurate. Manage creative asset trafficking to vendors. • Manage the day-to-day implementation, optimization and performance of campaign activities including authorizations, budgets, and the reconciliation process. Monitor media buys in real time and arrange for make goods and credits. Resourceful and proactive in resolving issues and optimizing media buys for improved performance. Clearly and accurately communicate orders and changes to media vendors
* Initiate annual purchase order number request based on media plans for the fiscal year. Aid in the request for purchase order numbers with General Managers of facilities. Upon receipt of purchase order assignments, inform all vendors assigned to each facility about their annual purchase orders for the fiscal year
* Verifies and/or establishes that all advertising vendors have a signed vendor agreement with Accounts Payable
* Assists with organizing the planning process for strategic growth of all current and developing programs, inclusive of planning, implementation and expansion of programs and services, as well as other entities within the department
* Cultivate and sustain cooperative relationships across different divisions, departments, and external entities
* Performs all other duties as assigned
* Assists in providing analysis of trends, demands and market conditions
* Participates in performance improvement activities to measure, assess and improve the quality of assigned work area
* Resolves customer billing issues or questions and acts as a liaison between organization and its customers and suppliers
* Short-term/tactical collaboration and or coordination with supervisors and or managers across multiple large facilities or large geographic area
* Develop an interpretive strategy that links ideas, collections and other interpretive media to effectively communicate with the intended audiences
* Manages outside vendors, contracts, and related budgets
* Develops strategic advertising plans across multiple media channels, in concert with many CNDC businesses all within a similar geographic area
* Defines ROIs, measurements and milestones
* Prepares ad hoc reports
* Collaborates with internal stakeholders on partnership approaches for various markets
