JOB REQUIREMENTS: The Deputy Director assists the Executive Director in administration of the Brown County Library system. As a member of the Library's Administrative Team, the Deputy Director coordinates the day-to-day operations of the library system and instills the library's mission, vision and strategic plan within the organization and in the community.

Typical Schedule: Mondays - Fridays: 8:00 am - 5:00 pm with occasional evenings and weekends.

Essential Duties:

  1. Manages staff on a system-wide basis:
    1. Acts as liaison to Brown County Human Resources.
    2. Facilitates system-wide personnel functions and procedures including, but not limited to, recruitment, interviewing, selection, evaluation, and corrective action.
    3. Develops, maintains and facilitates staff development, training and opportunities such as leadership development, cross-training, and resource competencies.
    4. Encourages and assists staff growth through participation in local, state and national initiatives.
    5. Develops and maintains the performance planning process and participates in employee goal-setting and evaluation.
    6. Supervises library supervisors and coordinators.
    7. Advises the Executive Director in staffing decision-making based on department and individual performance data and knowledge of employee strengths and abilities.
  2. Coordinates the day-to-day operations of the library system:
    1. Participates in the development and implementation of policies and procedures for the library system.
    2. Assists supervisors and front-line employees with decision-making regarding issues related to supervision, public service and customer satisfaction.
    3. Reviews and assists with development of grant applications.
    4. Conducts or attends meetings of system-wide committees, departments and branches.
    5. Advances and implements changes to physical and behavioral service models to optimize the delivery of quality library service.
  3. Participates in the administration of Library strategy and policy:
    1. Participates in or may oversee major projects, which may include capital campaigns, marketing and public relations.
    2. Assists the Executive Director and the Automation and Financial Services Manager in preparing the annual budget and related reports.
    3. Presents information to the Library Board and Friends of the Brown County Library Board as appropriate.
    4. Acts in the absence of the Executive Director in matters relating to the Brown County Library system.
    5. Seeks innovative opportunities for involvement with local, state, and national library organizations and partners.

SECONDARY DUTIES:

  1. Maintains professional knowledge through workshops, meetings, membership and participation in professional organizations, and reading current literature.
  2. Performs other related duties as needed or assigned.

OTHER EXPERIENCE AND QUALIFICATIONS:

  1. Detailed knowledge of management principles and techniques, supervision, organized labor, and personnel administration.
  2. Comprehensive knowledge of the principles and methods of professional library work, including administration, budgeting, facility planning, technology, program development, and services to children, adults and teens.
  3. Knowledge of strategic planning.
  4. Knowledge of fund raising principles and techniques.
  5. Knowledge of grant development, application and administration.
  6. Strong verbal and written communication skills.
  7. Strong skills and abilities regarding customer service.
  8. Ability to establish and maintain cooperative and courteous working relationships with staff, officials and the public.
  9. Ability to influence others by supervising, managing, coaching, leading, teaching, directing, persuading and convincing.
  10. Ability to work independently with a high level of expertise.
  11. Ability to exercise independent judgment, decisiveness and creativity in developing approaches to problem resolution.
  12. Ability to analyze data in order to assess programs, collections and community needs.
  13. Ability to prepare research reports and surveys.
  14. Ability to compile and prioritize budget requests and to administer budgets.
  15. Ability to interpret, develop and administer library policies in accordance with relevant local, state and federal laws, rules and regulations.
  16. Ability to meet the flexible scheduling needs of the Library.
  17. General knowledge and familiarity with Microsoft Office Suite.
  18. Library computer skills, including searching, circulation and database use.
  19. Knowledge of current and developing technologies as they relate to public library operations and services.
  20. Ability to use and troubleshoot library and general office equipment.
