I. Purpose of Job

This position is responsible for planning, developing and implementing the City's radio, Wi-Fi, fiber optic, and card access communication infrastructure. This includes installing, configuring, maintaining, supporting and optimizing all systems and services for the four areas listed in the previous sentence. The City's radio network is defined as the 700/800 MHz Motorola system used by all City Departments as well as the three City Radio tower sites. Additional requirements are to analyze and resolve radio and Wi-Fi communication circuit issues in a timely and accurate fashion and support user needs where required.

II. Essential Job Duties

A. Performs supervisory duties

Supervises, directs, and evaluates Infrastructure Communications employees, handling employee concerns and problems, directing work, counseling, and completing employee performance evaluations. Makes recommendations regarding personnel actions such as hiring, promotions, and discipline. Trains staff on job related tasks Coordinates projects and functions to staff B. Oversees Communications Section Activities

Delegates and oversees technical support for City's 700/800 Motorola radio communications systems Delegates and oversees technical support of City's physical access security system, Wi-Fi, VOIP telephony, and City owned fiber optic networks. Oversees technical support between the City's radio communications and the Williamson County Emergency Communications network. Reviews work of staff to ensure adequacy and quality of installations and repairs; accesses software to review maintenance histories and open/closed work orders. Assists in troubleshooting communication infrastructure problems. Compiles statistics related to communications systems usage and performance. Recommends changes to the annual operating and preventive maintenance budgets for the telecommunication group. Develops and delegates implementation of communication preventive maintenance schedule. C. Develops Short and Long Range Communications Systems Plans

Facilitates identification of user communications systems and support needs. Develops plans to meets needs of departments; designs card access control systems, fiber, and wireless networks. Evaluates communication hardware and software to ensure they support specific tasks as required. Recommends procurement of communication hardware and software; develops specifications for requests for bids. D. Installs and Maintains Communications Hardware and Software.

Updates our GIS mapping related to our fiber locations on our City Fiber Map. Creates documentation for the City's radio system, card access control system, fiber optic network and Wi-Fi communication system. Installs, configures, and upgrades communications software, including card access control systems, City Wi-Fi network and fiber optic analysis system. Responds to user reported communication problems; performs routine maintenance or repair of radios; programs radios as needed or per system updates. Monitors contracted installation and repair of radios. Serves as liaison with other agencies to develop working relationships to support interoperability. E. Provides IT User Support.

Fields help desk tickets from end users and resolves application issues within communication servers. Works with vendors to resolve communication hardware and software issues as needed. F. Coordinates Installation and Maintenance of Fiber Optic Cable

Defines master fiber plan for City of Franklin. Defines the requirements for permits, easements, and permissions. Plans requirements for equipment selection, placement, installation, testing, troubleshooting, and startup. Repairs cable, including splicing of live fiber sections. Tests transmission and related equipment. Reviews IDT Plans to ensure projects do not interfere with COF fiber installs and make recommendations to avoid conflicts. G. Provide Emergency Management Communications and Support

Ensures ICS Form 205 is complete and can be implemented with current programming. Ensures Public Safety Entities can communicate using the radio system. Updates radio programming to facalate communications plans throught Williamson County and interoperability with other entities. Maintains and repairs radio and related equipment to provide 99.99999% of radio operations uptime. Coordinates with outside agencies to ensure we have emergency communications maintained Member of WJCJNA Technical Committee to represent City of Franklin. H. Miscellaneous

Assists Network and Data Center Group in maintenance and testing of network servers and related equipment. Administers Government Emergency Communications Service and Wi-Fi Priority Service for key City employees. III. Other Job Duties

Performs other job duties as assigned, including:

Responds to emergency calls for technical assistance related to communications systems. IV. Primary Job Challenges

Primary challenges of this position include:

Explaining technical requirements to non-technical staff. Coordination with Network and Application Managers on overlapping projects. Coordinates with Facilities Management for construction elements of external network projects. V. Equipment Operated

Standard computer hardware and peripherals. Fiber optic splicer and other related communication equipment. Radios and related testing and repair devices.

Job Content Knowledge:

Technical knowledge/skills should include Motorola Radio Programming, CISCO Access Control Hardware and Software, Microsoft Analysis Tools, Microsoft Office Suite, Cisco Call Manager, and Unity, Wi-Fi Hardware and Software, LINUX, UNIX, Windows Operating System, WAN Technology and Fiber Certification. Familiar with the policies, procedures, and activities of the City and communications practices as they pertain to the performance of assigned duties. Must have extensive knowledge of diagnostic materials for testing equipment. Knows how to keep abreast of any changes in policy, methods, computer operations, equipment needs and policies, etc. as they pertain to departmental operations and activities. Is able to effectively communicate and interact with supervisors and members of the general public and all other groups involved in the activities of the department. Has good organizational, management, human relations, and technical skills. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department. Language Skills:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management and other public groups, Mathematical Skills:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Reasoning Ability:

Physical Demands and Work Environment

Physical Demands:

Performance of the essential duties of this job requires the incumbent to:

Must be able to remain in a stationary position 75% of the time. Occasionally move about inside the office/building to access file cabinets, office machinery, the public, etc. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone. Regularly positions self to maintain office area and items needed to complete daily tasks. Occasionally ascends/descends a ladder to repair or install equipment. Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations. Frequently moves/transports up to 25 pounds. Occasionally moves/transports up to 100 pounds. Work Environment:

Education and Experience:

The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through obtaining a Bachelor's degree in information systems or related, plus six years of broad IT experience. Three years of experience in a lead or supervisory capacity is desirable.

Preferred Certifications/Licenses:

Federal Criminal Justice Information System Security and Awareness Certification, COML, A+, N+, APCO Radio Technician certifications, fiber optic certification.
