It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes, and retailer compensation. In fiscal year 2022-23, the California Lottery generated sales of approximately $9.2 billion with over $2.2 billion earned for California public schools. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot. Job Description and Duties: The California Lottery is looking for a highly experienced and seasoned Head of Promotions and Retail Marketing to develop, oversee, and lead the Lottery’s retail marketing, promotions, and event marketing efforts. Under the general direction of the Chief of Consumer Marketing, the Head of Promotions and Retail Marketing (Staff Services Manager II) develops, manages, and oversees the Lottery’s Promotions and Retail Marketing program. The Head of Promotions and Retail Marketing leads the team responsible for the development of Lottery’s retail marketing program and promotions to build the awareness of the Lottery brand, motivate users to play Lottery games, and increase player loyalty to generate contributions to education. The Head of Promotions and Retail Marketing executes the strategic vision and drives the development and implementation of marketing programs designed to enhance the display, promotion, and awareness of Lottery products at Lottery retail locations. The Head of Promotions and Retail Marketing also leads the planning, development, and execution of promotions and programs that assist the Sales team in maintaining, enhancing, and building trade relations with Lottery retailers through promotions and targeted partnership programs. The Head of Promotions and Retail Marketing is also responsible for growing positive brand perception amongst California adults through live events, sponsorship, consumer promotions, product integrations, and experiential efforts. The Head of Promotions and Retail Marketing ensures the unit’s programs and tactics follow approved strategies, deliver on objectives, and direct their team’s contributions to the annual marketing plan. This position is headquartered in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expenses to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California. Working Conditions Schedule: Monday- Friday, 8:00 am to 5:00 pm

Desirable Qualifications Bachelor’s degree, preferably with a specialization in marketing, communications, business, or a related field. 8+ years of experience in marketing at a managerial or senior staff level with an emphasis in one or more of these areas: retail marketing, events and experiential marketing, sponsorships, and/or consumer promotions. 4+ years of managerial experience and ability to lead a team. Must have the ability to provide direction, guidance, motivation, and oversight to team members in order to carry out plans and projects that meet objectives, timelines, and budget. Must also have strong team-building skills to develop a collaborative performance culture. Excellent verbal/written communication skills and strong presentation skills. Ability to communicate marketing strategies, plans, and project updates and gain alignment with various stakeholders and leadership. Have the ability to weigh competing priorities, manage tradeoffs, and evaluate opportunistic new ideas with leadership and stakeholders. Ability and experience in building successful relationships with internal and external stakeholders to establish collaborative partnerships and work as a collaborative member of the larger Marketing organization. Demonstrated experience in developing, implementing, and managing strategic marketing plans or efforts. Must have the ability to think strategically and tactically. Experience working with marketing and advertising agencies to manage strategic planning, creative development, production, and timelines. Comfortable communicating with and giving direction to marketing agencies/vendors and creative staff. Marketing experience in the consumer packaged goods (CPG), entertainment, gaming, or lottery industry preferred.
