Under general supervision, is responsible for the management, administration, submission, and coordination of grants and infrastructure capital improvement plans; researches and assists County staff and entities in identifying projects, gathering documentation, writing, and submitting grant proposals; gathers, compiles and monitors all ICIP requests; ensures completion of necessary requirements of the various funding agencies; administers all grant funds awarded; ensures projects and funds meet federal and state law requirements; and performs other support functions as directed.
Education and Experience:
- Bachelor’s Degree in Business or Public Administration, Accounting or related field and three (3) years of experience in grants administration, management, coordination and writing; OR an equivalent combination of education, training and experience.
Required Licenses or Certifications:
- Valid New Mexico driver’s license or ability to obtain a valid New Mexico driver’s license within 30 days of hire.
- Ability to maintain a valid New Mexico driver’s license.
Responsibilities:
- Coordinates and reviews the work of assigned staff; coaches, trains and motivates assigned staff; coordinates and/or provides staff training; manages the workflow and prioritization of assigned projects and measures the performance of the assigned unit/area and all related staff.
- Identifies, writes and applies for local, state, federal and private foundation funding sources for specific projects and programs as needed; reviews grant proposals and applications prepared by other county staff for completeness, accuracy and timeliness.
- Conducts outreach to communities and organizations within Sandoval County to help them identify, plan, and prepare for funding opportunities; works with key personnel to build and strengthen relationships between the organization and Sandoval County; conducts trainings and/or workshops on key areas on how to go about securing funding for projects; provides these organizations with funding resources, the latest updates and guidelines to Federal and State regulations, as well as provide general guidance and assistance when appropriate for funding needs.
- Serves as the first point of contact for the office/program; receives and provides assistance including responding to requests for information; and prepares reports and supporting documentation on any program issues.
- In collaboration with other County staff, develops and monitors grant budgets, financial reports, billing, and other documents to ensure grant compliance; works independently with project managers, Payroll and Accounts Payable staff to facilitate accurate payments in compliance with procurement guidelines.
- Works with all county departments to identify projects and compile ICIP (Infrastructure Capital Improvement Plan) requests; enters and monitors requests in the state database; updates the state database on a monthly basis for awarded projects; tracks all agreements and expenditures.
- Establishes relationships with outside agencies and supports grant applications for projects directly impacting the community.
- Communicates regularly with other County personnel in explaining and interpreting the regulations, practices and policies regarding grant application and administration activities.
- Participates in meetings related to grant matters including grant site visits, conducting surveys, making presentations to the community and elected officials, grant closeouts, and potential grant providers/funders.
- Develops a Grant Strategic Plan, Policies and Procedures manual which includes goals, objectives and measurable workload indicators for the grants function for all grants submitted by the county.
- Develops and maintains State and Federal inventory process for grant funded items.
- Performs other job-related duties as assigned.
