JOB TITLE: Grant Writer

PAY RATE: Based on Experience

DEPARTMENT: Finance, City of Cartersville

JOB SUMMARY: This is a professional-level position that is responsible for submission and implementation of all grants in the City of Cartersville. This position reports directly to the Finance Director.

MAJOR DUTIES:

  1. Develops grants administration/management procedures for the submission and implementation of all grants in the city.
  2. Reviews monthly grant reports for accuracy and timely submission. Prepares annual SEFA Schedule for the auditors and CAFR.
  3. Provides coordination of all grant administration activities in the city.
  4. Serves as a clearinghouse resource for City statistical data.
  5. Identifies grant-findable opportunities to meet current and future needs as outlined by the City’s strategy plan as it relates to grant funding.
  6. Performs ongoing analysis and evaluation of grant funding opportunities to ensure economic benefit for the city.
  7. Assists individual departments in identifying, applying for and managing grant opportunities.
  8. Monitors City’s compliance with terms and conditions of each active grant agreement.
  9. Coordinates with all departments to ensure accurate and timely submission of reports and other required information to granting agencies.
  10. Assists in the preparation and monitoring of grant budgets to ensure accountability and compliance.
  11. Works closely with all departments to resolve any audit findings relating to any grant.
  12. Serves as the alternate contact person for all Federal, State and other grants proposed pending and awarded.
  13. Assists and performs grant closeout procedures according to the terms of the grant agreements.
  14. Reviews grant drawdown requests before submission; assists in preparation of requests when necessary.
  15. Prepares the SEFA for audit and submission to the Federal Agency.
  16. Performs other duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
  1. Knowledge of Federal and State grants availability, audit requirements, principles and procedures of grants administration.
  2. Knowledge of grant sources, application procedures, proposal requirements, and reporting requirements.
  3. Knowledge of principles and practices of City financial planning.
  4. Knowledge of administration, principles and techniques of governmental budgeting, budgetary control, governmental accounting, monitoring and auditing.
  5. Knowledge of fund-raising principles and practices.
  6. Skill in speaking effectively and persuasively in a variety of situations.
  7. Skill in performing basic and complex mathematical and statistical calculations.
  8. Skill in tracking project costs and controlling expenditures according to approved project budget.
  9. Skill in exercising a high degree of sound independent judgement and work within established guidelines with little or no direct supervision.
  10. Skill in solving problems and dealing with a variety of variables in situations where little or no standardization exists.
  11. Skill in interpreting a variety of information and instructions furnished in written, oral, diagram or schedule form.
  12. Skill in meeting the physical demands of the job and performing the essential job functions.
  13. Skill in performing effectively, efficiently and consistently the responsibilities of the position.
  14. Skill in working under pressure to meet deadlines for grant opportunities.
  15. Skill in working proactively and utilizing innovative techniques and ingenuity in preparing grant/loan applications.
  16. Skill in employee management.
  17. Ability to coordinate and participate in the preparation of grant compliance reports, the analysis and compilation of information and the preparation of written and oral reports.
  18. Ability to comprehend and make inferences from written materials.
  19. Ability to interpret Federal, State and local government laws and regulations regarding grant contracts and administration.
  20. Ability to review the work products of others to ensure conformance to standards.
  21. Ability to communicate orally and in writing with customers, clients or the public.
  22. Ability to work effectively with a variety of staff, other government representatives and the public.
  23. Ability to operate a variety of office equipment.
SUPERVISORY CONTROLS: This position reports directly to the Finance Director.

GUIDELINES: Guidelines include the Office of Justice Programs Financial Guide, Bureau of Justice Assistance Grants management and Programmatic Guide, State and Local Grant Writing for Government Guide, Contractual agreements regarding grant awards and programs and City of Cartersville codes and ordinances.

COMPLEXITY: Work requires analysis and judgement in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards and precedents.

SCOPE AND EFFECT: The purpose of this position is to manage the financial operations of the city’s grant programs. Successful performance helps ensure the effective and efficient processing of all government grant financial transactions and the accurate reporting of the government financial condition.

PERSONAL CONTACTS: Contacts are typically with co-workers, auditors, elected officials, City employees, granting agencies, other local government officials and the general public.

PURPOSE OF CONTACTS: Contacts are typically to exchange information, resolve problems, and provide a service.

PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table.

WORK ENVIRONMENT: The work is typically performed in an office setting.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
