Geographic Information Systems (GIS) Manager Specification Manages the development, implementation, and maintenance of GIS software applications and databases; leads design and development team in performing GIS systems analysis and programming; develops GIS procedures and performs complex GIS analyses; supervises technical staff; develops and manages project budgets; serves as a member of the department's management team. Class Characteristics This is a management classification in the Information Technology Services (ITS) Department responsible for planning, selection, installation, implementation, enhancement, maintenance and ongoing support of geographic information systems software programs and related peripherals. This classification is distinguished from the Systems Analyst/Programmer in that the latter does not manage or supervise staff and is responsible for ensuring the effective operation of business systems, but not all functions within the scope of the systems they operate. The GIS Manager receives administrative direction from the department head, and exercises direct supervision over professional and technical staff. Supervises and participates in the analysis and development of various GIS related systems, applications or programs. Ensures the effective and efficient operation and maintenance of the applications. Identifies and corrects program logic, network, and/or operating system errors. Analyzes and interprets GIS generated data, and makes recommendations accordingly. Confers with user department staff on converting specific business processes or operations to utilize GIS technology; conducts feasibility studies. Reduces design projects into component analysis tasks; prepares time estimates and progress reports on assigned projects. Prepares final systems design and documentation necessary for programming. Evaluates, tests, and revises vendor supplied software and hardware products; confers with representatives of hardware and software vendors; monitors contracted projects for progress and contract compliance. Writes specifications, initiates Request for Proposals and evaluates bids submitted. Advises management of the capabilities and limitations of hardware and software. Assists in publishing and maintaining standards for computer hardware and software utilization. Assists other Information Systems staff in the resolution of technical problems. Manages project and unit budgets and resources. May assist in developing the department's goals and objectives, and work plan. Ensures compliance with legislative, regulatory and judicial mandates, regulations and professional standards. Establishes policies and procedures within area of responsibility. Trains and assists users with use and operation of GIS hardware, systems and applications. Provides technical training to systems analyst/programmers and other technical staff. Plans, assigns, schedules and reviews the work of systems analyst/programmers and technical staff. Participates in the selection of staff; trains staff and conducts performance evaluations. Develops and implements performance standards. Receives and resolves personnel questions and problems. Represents the department to outside agencies and organizations. Education/Experience Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Possession of a Bachelor's degree from an accredited college or university in computer science, cartography, engineering, geography, GIS or a related field and three (3) years of progressively responsible experience in systems analysis or programming, systems management, information technology project management, or design and use of GIS principles and practices, two (2) years of which involved supervision and management.
