Job Title: Content Management Administrator

Job Summary

We are seeking an experienced Content Management Administrator to lead compliance with Colorado’s Digital Accessibility legislation and related laws. This role will execute JCPL’s program plan, define key milestones, and collaborate cross-divisionally with Technology, Communications, Public Services, and Training teams. The ideal candidate will have proven expertise in accessibility compliance, CMS management, and SEO strategy, with a focus on governance and stakeholder collaboration.


Key Responsibilities

Digital Accessibility Program Leadership

  • Conduct accessibility audits of digital assets (websites, CMS, tools) and develop remediation plans with timelines.
  • Design and implement training programs for staff on WCAG 2.1/ADA compliance (e.g., alt-text, keyboard navigation).
  • Integrate automated accessibility tools (e.g., Siteimprove) into workflows for ongoing monitoring.

CMS Management & Content Strategy

  • Administer CMS platforms (e.g., WordPress, Drupal), including user permissions, content migration, and metadata optimization.
  • Apply SEO best practices to improve organic search rankings and user engagement.
  • Write technical requirements for content projects and tools.

Cross-Functional Collaboration

  • Partner with Technology, Communications, and Public Services teams to align accessibility goals with organizational priorities.
  • Facilitate consensus-building with stakeholders and deliver projects transparently.

Governance & Documentation

  • Develop policies for content creation, maintenance, and retirement to ensure compliance.
  • Document processes for ongoing accessibility monitoring and reporting.


Required Qualifications

  • Education: BA/BS in Communications, Journalism, English, or related field.
  • Experience:
  • 3+ years managing CMS platforms and digital content.
  • Proven track record in accessibility audits, remediation, and training.
  • Expertise in SEO, keyword optimization, and metadata strategies.
  • Technical Skills: Proficiency in CMS tools (WordPress/Drupal), accessibility testing software, and Google Analytics.
  • Soft Skills: Strong collaboration, project management, and consensus-building abilities.


Preferred Qualifications

  • Certification in accessibility (e.g., CPACC, WAS).
  • Experience in public sector or library environments.
  • Familiarity with Agile/Scrum methodologies.
  • PMP or similar project management certification.
