This position has immediate charge of a small community library or mobile library. Incumbents are responsible for the supervision of other library paraprofessional and clerical staff. Incumbents must exercise a specialized working knowledge of library functions, services, terminology, paraprofessional library procedures, Auditor-Controller Internal Control procedures, and the Library’s Integrated Library System, and have the ability to instruct, coordinate, schedule, supervise, and evaluate the performance of lower-level support staff. Incumbents are responsible for handling outgoing and incoming telephone calls, routing them to the proper department or individual, in an appropriate manner, based upon call type and content. As essential functions of this position, incumbents are required to bend, stoop, squat, twist, reach, work on irregular surfaces, lift objects of moderate weight, and stand or walk for long periods of time.


Distinguishing Characteristics:

Supervising Library Technician has in-charge responsibility for a very small community library or mobile library and reports to a City Librarian or above. It is distinguished from the Library Technician III by the scope and magnitude of responsibility associated with full-scope supervision of lower-level support staff.


EDUCATIONAL/BILINGUAL INCENTIVE:

Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.


Supervising Library Technician is represented by the Service Employees International Union (SEIU) and is eligible for overtime compensation.


TENTATIVE SCHEDULE

OPENING DATE: Wednesday, February 19, 2025

CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.

REVIEW OF APPLICATIONS: Applications will be reviewed on a weekly basis beginning the week of February 24, 2025.


Duties may include but are not limited to the following:

  • Oversees the operations of a very small community library or mobile library including the supervision of assigned library personnel. Interprets library policy and procedures to the public and to staff;
  • Analyzes customers’ needs in order to provide responsive library services; answers reference questions and assists patrons with registration, the use of library resources, and locating materials;
  • Maintains library records and prepares reports on circulation, book stock, and other activities;
  • Assists with coordination and implementation of library programs and activities; prepares and makes presentations about library programs, services and resources to groups of all ages;
  • Utilizes electronic resources for cataloging; selects books and items to be added or deleted within the collection;
  • Interviews, selects, trains, evaluates, and schedules subordinate staff;
  • Arranges for the upkeep of the library facility in a safe, clean, and orderly condition;
  • Oversees the proper handling of fines and fees, banking, reconciliation, and safeguarding processes according to required internal control procedures for cash handling;
  • Performs other related duties as assigned.

EDUCATION, TRAINING AND EXPERIENCE

Any combination of education or experience which demonstrates possession of the requisite knowledge, skills, and abilities (KSAs). Possession of the required KSAs may typically be demonstrated by:

  • Five (5) years of experience performing paraprofessional library duties to assist professional librarians, two (2) years of which must have involved lead or supervisory responsibility over lower-level library employees.

Substitution: Graduate level courses (at least three [3]) in library science, public administration, or a closely related field may be substituted for one (1) year of library work experience.


NECESSARY SPECIAL REQUIREMENTS:

  • Some experience communicating and/or presenting to groups of all ages;
  • Strong customer service skills;
  • Ability to bend, stoop, lift, and/or move books as well;
  • Ability to move around the Library during work shift in order to assist Library patrons;
  • Positions allocated to these classifications may require bilingual skills;
  • Possession of a valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions;
  • Must be willing and able to travel to and from various library locations, as necessary, during assigned shift.

Verification of the required graduate coursework is required if used as a substitution for one (1) year of library work experience:

SUPPLEMENTAL INFORMATION:

May be required to work evenings, Saturdays and/or Sundays, and operate/drive library vehicles including a mobile library.

KNOWLEDGE, SKILLS, and ABILITIES:

Specialized working knowledge of:

  • Library agency principles, policies, procedures, terminology and services;
  • Basic reference tools; the Dewey Decimal book classification system and collection arrangements.

Skilled in:

  • Customer service

Ability to:

  • Operate and/or instruct on the use of library equipment (e.g., computer terminals, microfilm/microfiche projectors);
  • Organize and disseminate information;
  • Communicate effectively, present to and relate well with people from all age groups;
  • Plan, supervise and evaluate the work of others;
  • Plan, coordinate and conduct library tours and class visits;
  • Interpret and execute written and verbal instructions; and
  • Solve problems and develop methods for implementing solutions.

TRAINING & EXPERIENCE EVALUATION:

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE:

The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. ORAL EXAMINATION - 100%:

A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

ELIGIBLE LIST

Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra-Help for this and similar vacancies. There is currently one (1) Regular vacancy within Library Services in the Oak Park Branch.
