Purpose of Classification:

The purpose of this classification is to create engaging visual content, support city events, and assist with communication efforts to enhance public awareness of municipal programs and initiatives.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Creates, executes, and manages marketing plans to promote municipal services, events, and initiatives. Conducts market research to identify trends, opportunities, and community needs. Works closely with various municipal departments to gather information and promote their programs and services. Coordinates with external vendors and partners for marketing-related services and materials.

Produces engaging content for various channels, including social media, websites, newsletters, and print materials. Ensures all communications are consistent with the municipality's brand and message. Manages and grows the municipality's social media presence across platforms such as Facebook, Twitter, Instagram, and LinkedIn. Monitors and responds to public feedback and inquiries in a timely and professional manner.

Supports city events, including logistics, scheduling, and promotional efforts. Set up, manage, and break down event materials such as banners, signage, booths, and audio/visual equipment. Works on-site at city events to ensure smooth execution, including troubleshooting and providing support as needed. Assists with debriefing meetings.

Communicates with supervisor, other City employees, vendors, merchants, businesses, sponsors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Regular Attendance: Consistent and reliable in-person attendance to ensure effective teamwork, collaboration, and communication with colleagues, clients, and community members. This includes but is not limited to attending scheduled meetings, participating in on-site or off-site events, and being available during standard work hours. The City will attempt to accommodate any reasonable adjustments as outlined by the ADA.

Additional Functions:

Performs other related duties as required.

Minimum Qualifications:

Bachelor's Degree in Marketing, Communications, or a related field preferred; supplemented by two to five (2-5) years of experience in community and economic development, event planning and management, grant administration or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:

Must possess and maintain a valid South Carolina driver's license.

Specific Knowledge, Skills, or Abilities : Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Data Utilization : Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Human Interaction : Requires the ability to work with others to coordinate the more complex programs and more complex problems associated with the responsibilities of the job. Often represents the department and/or organization when dealing with others. Requires the ability to act as a first-line supervisor, including instructing, assigning, and reviewing work, maintaining standards, coordinating activities, and evaluating employee job performance.

Equipment, Machinery, Tools, and Materials Utilization : Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude : Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information, such as budget and financial documentation, contracts, marketing materials, grant applications and documentation, proposals, etc.

Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning:

Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.

Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.

Physical Ability : Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements : Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, taste, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors : Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, heights, temperature and noise extremes, electric currents, traffic hazards, bright/dim lights, or rude/irate customers.
