Job Description Summary
This Digital Communications & Social Media Manager serves as a lead contributor in the Digital Communications Office to help create, implement and manage a comprehensive digital content and social media strategy aligned with the city's goals and help develop strategic content to educate, yet grow the audience. Ensures that social media content complies with legal guidelines, copyright laws, and city policies requires a combination of strong awareness and proactive management. Manages a team of professional content creators while driving creative development, setting clear expectations, and fostering employee growth is a multifaceted role that requires both creative leadership and strategic management skills.
The ideal candidate as our next successful Digital Communications & Social Media Manager, will be able to juggle multiple things at once without missing a beat. You are passionate and have an expert understanding about social media and user behaviors to drive decision making. You're both creative and analytical, and you are on top of social media trends but also able to set the standard for quality video content and best practices. In this role, you will be responsible for managing a team of digital content creators and will provide the strategy and direction for this team, such as direction on editing, graphics, and overall best practices for video content. You're an expert at planning ahead, scheduling posts across multiple platforms and accounts, and using reporting tools to keep a team organized. You understand the importance of content being consistent with the city's voice and brand identity while always ensuring that content and comments are in line with policies. In this role, you'll drive the city's social media customer care initiative ensuring that conversations with followers is a two-way street. You thrive on working in a collaborative team environment and adaptability will be key in helping to tell the story of one of the fastest-growing cities in the nation. Ideally the ideal candidate will have supervisory experience in content creation or a related field.

Essential Functions
This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
  • Plans, organizes, directs, and evaluates the digital content produced by the production team to drive creative development, set expectations for top performance and ensure accountability. Develops and implements programs and strategies for the team to deliver high-quality content to the public.
  • Plans, designs, and schedules high-quality, engaging and original content across social media platforms (text, images, videos, graphics) by collaborating with graphic designers, digital journalists and videographers and be involved in the process from content development, review and distribution.
  • Provides effective leadership and management of a comprehensive digital content and social media strategy aligned with the city's goals and help develop strategic content to educate yet grow the audience.
  • Ensures that online customer service goals are met by engaging with followers, responding promptly to comments, messages and mentions on social media and ensuring that staff is responding as well in accordance with outlined service goals.
  • Uses analytics tools to track and report on social media performance across multiple accounts and offer suggestions to optimize campaigns based on data insights and feedback. Research and maintain industry trends, platform updates and emerging technologies and propose innovative strategies to enhance social media presence and impact.

Requirements

  • Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
  • Experience: Minimum five years of experience in a related field.
  • Certifications and Other Requirements: Valid Driver's License.
  • Reading: Work requires the ability to read general correspondence, memorandums, reports, and letters at a college level and knowledge of AP style.
  • Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division.
  • Writing: Work requires the ability to write articles for publication, correspondence, memorandums, and reports at a college level.
  • Managerial: Semi-complex - Work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
  • Budget Responsibility: Moderate - Oversees budget preparation of a program budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for city-wide budget expenditures.
  • Policy/Decision Making: Significant - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisor to mid-management jobs.
  • Technical Skills: Comprehensive Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
  • Interpersonal/Human Relations Skills: Moderate - Interactions at this level usually impact the implementation of policies. Contacts may involve interpretation of how policies are implemented and may require discussion and the support of controversial positions or the negotiation of sensitive issues or important presentations. During interactions on policy implementation, contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

  • Learn the team's project management tool and plan the content calendar for multiple social media accounts during weekly social media meetings.
  • Audit existing social media accounts to analyze current strategy, follower demographics and engagement metrics and identify areas for improvement.
  • Increase the number of social media followers across citywide social media accounts by 15% through a mix of organic and paid strategies.
  • Maintain a customer care online response rate of at least 65% and a response time of 24 business hours or less for citywide social media accounts.
  • Attend industry related plus organizational related learning and development trainings and complete the Gallup StrengthsFinder assessment.
  • Display the highest level of professionalism and communication skills to be able to work with city management and elected officials.
  • Strengthen brand voice across the city's communication channels through tone, voice and visuals.
  • Evaluate each direct report's strengths, needs, and areas for improvement and work with them to set and track measurable goals to drive individual performance and professional development.
