Job Description:

The ideal candidate will be a strong leader with excellent communication skills, responsible for managing cross-functional and remote teams, overseeing multiple complex projects, and providing subject-matter expertise.

Working with the Defense Health Agency (DHA) and Military Health System (MHS) the program manager must be able to inform project management, policy, process, continuous and instructional systems design with suitable knowledge, skills, and abilities. They will also need a deep understanding of instructional design principles and project management methodologies, with the ability to apply them effectively in a fast-paced military health education and training context.

Key Responsibilities :

Oversee all personnel and project activities for the assigned Federal contract.

Manage a cross-functional team of senior consultants, analysts, and technical SMEs supporting senior leadership within a Joint Education and Training Directorate in a remote environment.

Serve as a point of contact for the DHA client and joint venture/subcontract leadership.

Assist the client in setting annual goals and putting a roadmap in place to accomplish these goals.

Monitor progress to ensure deadlines, standards, and cost targets are met for all projects.

Supervise workload across multiple divisions and projects, including directorate-level analytics, education platforms, learning management systems, and dashboards and policy publication.

Create and/or approve learning design documents, storyboards, and courseware for training, as assigned by the COR and Division leads.

Draft and submit monthly status reports to company leadership and client.

Assist with consolidating and presenting course evaluation and other education and training analytics.

Draft technical writing for the Directorate, including white papers, briefs, and publications for senior leadership at the Defense Health Agency (DHA).

Monitor external policy (e.g., legislation) and internal guidance (e.g., memos, administrative instructions) to support decision making, analytics, and enterprise compliance.

Utilize agile principles to manage tasks and projects, including the use of Asana.

Provide subject-matter expertise for project management, policy, process, and instructional systems design for the VEC and MHS Medical Library programs.

Develop a products roadmap for all major deliverables within the contract task area, along with corresponding detailed project plans.

Facilitate weekly sprint planning and daily stand-ups, as well as monthly status updates.

Create learning and meeting materials for adult learners at the executive leaving, including, but not limited to, animations presentations, web-based training storyboards, and training producer guides.

Create and supervise the implementation of 508 conformance processes for all deliverables, such as instructor guides, workbooks, and web-based training.

Establish product quality requirements, including acceptance criteria for product testing and completion.

Monitor the day-to-day work of all team members via Asana.

Required Qualifications:

Required: Project Management Professional (PMP) Certification

Required: Minimum 10 years of experience managing programs

Required: Bachelor's Degree

Ability to develop and monitor both business analytics and training evaluation metrics

Experience with adult learning principles and curriculum development, including instructor-led and eLearning

Experience with ADDIE/PADDIE methodology in an adult learning environment

Advanced skills in Microsoft Office (PowerPoint, Word) and Microsoft 365

Experience with SharePoint Sites (DHA SharePoint 2016)

Familiarity with Asana, Nemesis (Testing Environment), and Joint Knowledge Online (JKO)

Experience with Military Health System (MHS) and Defense Health Agency (DHA)
