The Transportation Department of the North Central Texas Council of Governments (NCTCOG) is seeking a GIS/Data Analyst to support the GIS needs of the Land Use and Mobility Options program area. The individual in this position will assist with data creation, maintenance, and analysis of land use and multiple transportation modes (i.e., bicycling, walking, and transit). Projects will be dynamic as the individual in this position will assist with conducting a wide range of spatial analysis and respond to complex transportation and land use needs for a growing metropolitan area. Responsibilities may include, but are not limited to, the following:

Compiling, inventorying, and maintaining geographic datasets through data editing and management (bikeways, sidewalks, transit provider layers) and converting data to and from various formats Assisting with GIS needs for planning projects, which may include guidance on selected GIS data sources, data collection methods, analysis, and map creation Providing technical support/troubleshooting to program area GIS users through a request process Preparing and conducting periodic training and best practice meetings for program area GIS users Utilizing ArcGIS Online to distribute data and maps to external users as well as provide support to stakeholders Developing a strong knowledge of NCTCOG's in-house data sources and relevant external data (i.e., US Census American Community Survey) and guide program area staff on successful use Utilizing ArcGIS Pro to create, maintain, and visualize specialized geographic datasets Assisting with the creation of maps for reports, dashboards, presentations, etc. to successfully display and summarize relevant data, and to communicate the results Using basic knowledge of scripting languages and data analysis to automate and streamline processes Assisting with data maintenance operations including gathering, cleaning, geocoding, and integrating data from multiple sources Conducting occasional field work Assisting with the evaluation of information and data from outside sources to determine the quality of use in planning projects Monitoring current GIS and data analysis technologies and techniques through interaction with other GIS professionals and through the review of industry literature Coordinating and communicating with internal and external stakeholders Required Skills

Good communication, both verbal and written and interpersonal skills Strong critical-thinking, problem-solving, and analytical skills Detail oriented, highly organized, with an ability to manage multiple assignments/tasks and work well in a deadline-driven environment without diminishing quality of work Ability to work independently and in a team environment Functional knowledge of fundamental Geographic Information Systems (GIS) principles and the ESRI ArcGIS platform Functional knowledge of basic principles of cartography and ability to create mapping products Functional knowledge of Microsoft Word, Excel, PowerPoint, and Outlook Functional knowledge of data analysis tools and platforms (i.e., SQL Server, R, Panda, Python, AcrPy, and Access) Required Education and Experience

Bachelor's degree in analytical, quantitative methods At least one year of work-related experience

Starting Salary Range

Minimum of $54,009.00 - $64,810.80 annually

The North Central Texas Council of Governments (NCTCOG) is a voluntary association of, by and for local governments, and was established to assist local governments in planning for common needs, cooperating for mutual benefit, and coordinating for sound regional development. The planning area for transportation includes the 12 counties of Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise. NCTCOG also serves as a designated recipient for Federal Transit Administration funds.
