**JOB SUMMARY** This position is responsible for directing the operations of all university libraries. **MAJOR DUTIES**Develops and implements library policies and procedures. Prepares annual budget recommendations and submits for approval; receives and expends library funds according to university guidelines; maintains accurate and up-to-date financial records. Supervises the recruitment, selection, hiring, supervision, evaluation and termination of library personnel. Develops programs to facilitate student life-long learning. Prepares for regularly scheduled meetings with university executives and library personnel. Prepares annual reports; informs and advises university administration of local, regional, state, national, and international developments in the library field. Directs the library’s collection management functions; supervises the selection of materials, the cataloging and classification of materials, and the maintenance of weeding schedules; performs periodic reviews of collection development policies and makes recommendations and revisions as needed. Directs the library’s circulation functions; directs the maintenance of a user registration database. Directs the maintenance of University Archives and Records Management programs, including the provision of equipment, archival supplies and staffing; directs the maintenance of standard recommended archival environmental controls. Supervises the development and execution of a variety of service programs to meet the needs of library patrons, including customer services, the preparation of public relations materials, the coordination of volunteer groups, the preparation of grant applications, and the evaluation of existing programs, services, policies and procedures. Oversees the care and maintenance of library buildings and grounds; reviews and assesses building needs. Performs related duties as assigned. **KNOWLEDGE REQUIRED BY THE POSITION**Knowledge of library management principles. Knowledge of supervisory principles and practices. Knowledge of human resources principles, practices and policies. Knowledge of budget management principles. Skill in the delegation of responsibility and authority. Skill in the operation of computers and job related software programs. Skill in decision making and problem solving. Skill in interpersonal relations and in dealing with the public. Skill in oral and written communication. **SUPERVISORY CONTROLS**The Provost assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities. **GUIDELINES**Guidelines include university and library policies and procedures. These guidelines require judgment, selection and interpretation in application. This position develops department guidelines. **COMPLEXITY/SCOPE OF WORK**The work consists of varied library management duties. The variety of functions to be managed contributes to the complexity of the position. The purpose of this position is to direct the operations of all university libraries. Success in this position contributes to the provision of an array of library services to students, faculty, staff and the general public. **CONTACTS**Contacts are typically with co-workers, other university personnel, faculty, staff, students, vendors, volunteers, representatives of other libraries, and members of the general public. Contacts are typically to give or exchange information, to resolve problems, to provide services, to motivate or influence persons, or to justify, defend or settle matters. **PHYSICAL DEMANDS/ WORK ENVIRONMENT**The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects. The work is typically performed in a library. **SUPERVISORY AND MANAGEMENT RESPONSIBILITY**This position has direct supervision over all library personnel. **MINIMUM QUALIFICATIONS**Knowledge and level of competency commonly associated with the completion of a Master of Library Science degree from an ALA accredited university. Experience sufficient to thoroughly understand the diverse objectives and functions of the sub-units in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
