Under general supervision, is responsible for the technical production of multi-media programming used to inform residents of City activities and services. Also responsible for concept creation and client interaction in the development of video productions. Exercises no supervision.

8:00 a.m. - 5:00 p.m., Monday - Friday (Occasional nights and weekends)

Responsibilities

  • Assists in the production of live City Council meetings, including equipment setup, loading and controlling presentation materials, directing, audio monitoring, and in-room technical support.
  • Manages and operates equipment and systems related to studio and field production, including lights and lighting equipment, cameras, switchers, sound, graphics, teleprompters, recording devices, props, set pieces, audio equipment, projectors, lecterns, speaker systems, and microphones.
  • Conducts audio/visual setup and recording for studio productions, field productions, and special City events like news conferences and on-location public meetings.
  • Confers with City Council members, executive staff, department directors, city staff, and members of the public to determine program needs, conceptualize content, and provide guidance with the technical and creative aspects of production.
  • Writes and edits scripts.
  • Edits video, selects music, designs digital video effects, and creates graphics to produce a finished product.
  • Transcodes video files for various distribution channels including television, web, social media, archive, and DVD.
  • Manages workload of multiple simultaneous projects with differing complexity, content, deadlines, and technical issues in the production and post-production stages.
  • Provides guidance and training to others in a manner consistent with the above tasks, including Associate Video Producers, video interns, and public access producers.
  • Evaluates video production equipment needs and makes recommendations for purchases.
  • Troubleshoots hardware and software issues negatively impacting projects and workflows.
  • Analyzes workflows and processes and makes recommendations for improvements.
  • May be required to work some weekends and/or evenings to accomplish the above tasks.
  • Producing requires communication with program participants including City Council, City Staff, and public members; troubleshooting and setup includes sitting, standing, reaching, walking, twisting, and kneeling, as well as the ability to push and pull for up to three (3) hours, and may lift/carry up to 25 pounds of audio/visual equipment.
  • Performs related duties and fulfills responsibilities as required.

Minimum Requirements

  • Bachelor's degree from an accredited college or university with major coursework in Radio, TV, Film, or a related field.
  • Four (4) years of increasingly responsible experience in audio/visual production including directing.
  • Valid Class 'C' Texas Driver's License.

Applicant Information

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Skills and Knowledge

  • Knowledge of all phases of Video/TV production.
  • Knowledge of the technical requirements of operating a television production facility, including audio/visual production equipment, live-studio operation, and non-linear editing systems.
  • Knowledge of media management practices.
  • Skill in setting up, operating, and maintaining audio/visual production equipment including cameras (DSLR, ENG, GoPro, RED), field lighting kits, and studio lighting equipment, wireless transmitting audio systems, and television switchers.
  • Skill in technical directing of a live studio production.
  • Skill in operating a personal computer and utilizing email, calendar, word processing software, and Adobe Creative Suite programs, including Premiere Pro, After Effects, Photoshop, Illustrator, and Story.
  • Skill in non-linear video editing techniques and creating motion graphics for video.
  • Skill in controlling operations of equipment or systems.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Skill in effectively prioritizing and handling multiple tasks and problems at once and remaining calm in stressful situations.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to apply general rules to specific problems to produce answers that make sense.
  • Ability to instruct and train others.
