qualified individual at the GS-12 level to serve on a full-time, 120-day temporary promotion to the GS-13 OR a qualified individual at the GS-13 to serve on a detail (no promotion) as a Quality Assurance Specialist.This position serves as the Quality Assurance Specialist in the Product Management and Acceptance Section (PMA), Program Delivery Division (PDD), National Library Service for the Blind and Print Disabled (NLS) within the Library Collections and Services Group (LCSG), Library of Congress. This section is responsible for managing the lifecycle of products and services for delivery of the braille and talking book programs. The work of this position involves the planning, execution, analysis, and coordination of a quality control for products developed and deployed by the NLS Program Delivery Division. Under the supervision of the Head, the incumbent:Performs Product Quality Control Inspections - Conducts inspections to ensure product compliance with accessibility, usability, and functionality requirements for braille and talking book programs. Plans and administers test procedures for quality assurance. Addresses quality issues and defects, investigates reported problems, and coordinates resolutions. Reviews technical artifacts and specifications to maintain product quality throughout its lifecycle, incorporating verification and validation practices into development processes.Monitors Product Quality Operations - As an expert, oversees assessment planning, develops checklists, documents findings, prepares reports, and ensures implementation of corrective actions and process improvements. Verifies test procedures and configurations for suitability to the product. Reviews test procedures, emphasizing validation of accessibility and usability requirements for patrons of braille and talking book programs. Maintains expert knowledge of established test procedures and ensures compliance with approved methods. Reviews contractor's quality control plan, technical procedures, and practices for adequacy.Analyzes Adverse Quality Trends and Conditions - Investigates quality deviations, collaborates with experts for resolution. Establishes corrective systems for prompt defect rectification. Conducts independent examinations for compliance with stated requirements of specific work function. Leads evaluation efforts using various examination techniques, such as data analysis, surveillance, sampling, and audits. Prepares written technical reports of findings, which later become reference for revising design data, quality documents, and quality assurance criteria. Analyzes reject rates and collaborates for solution. Leads continuous improvement efforts in the areas of monitoring and evaluation of contractor activities.Application and Selection ProcessInterested candidates should:Obtain permission from their supervisor.Submit a

This opportunity is open to LC permanent staff who have permission from their supervisor. Meet the prerequisites for this position: 1) must have met the time-in-grade requirements at the GS-12 2) have at least a "successful" performance appraisal for their most recent performance period; and 3) will meet HCD's eligibility determination (requires a resume along with the position description to be rated qualified.)Work Schedule:
The work schedule is flextime, Monday through Friday, 40 hours per week.
