Position Overview:
This Community Manager role is a hands-on leadership position responsible for overseeing the operational, administrative, financial, maintenance and security functions of the community. The position requires the Community Manager be an expert on affordable housing programs.
Responsibilities of the Community Manager:
- Management of outside vendor staffing to assure personnel is capable of meeting the communities goals and high standards in a hospitable, sensitive and courteous manner.
- Expert on Affordable Housing (Section 8, HUD, LIHTC).
- Schedules and/or reviews staff assignments to ensure adequate coverage.
- Inspects community and facilities to determine maintenance and security needs and directs inspection of premises to detect hazards.
- Promptly investigates and makes a full written report of all accidents or claims for property damage and personal injury for the Community Manager.
- Prepares reports and insurance claims for damages.
- Assists in the preparation of monthly financial reports and reviews for accuracy and variance trends.
- Provides a monthly management report to the Regional Director.
- Prepares operational procedures.
- Prepares the annual budget.
- Prepares recommendations for collection action on delinquent accounts.
- Performs violation inspections and maintains accurate records to follow up on rule violations.
- Acts as liaison with counsel if legal action is required.
- Monitors compliance with rules and regulations and implements procedures for handling violations for the Community Manager.
- Solicits bids for maintenance, construction, and other community projects.
- Supervises and monitors contractors rendering services to the Association and inspects the repair.
- Reviews and approves payroll for all direct employees and reviews and codes vendor invoices before payment.
Required Experience/Skills for the Community Manager:
- Expert on Affordable Housing properties and Programs including HUD, Section 8, and Tax credits.
Preferred Experience/Skills for the Community Manager:
- 7+ years of experience at an Affordable Housing property for the Community Manager.
Education Requirements:
- High school diploma is required.
- Associates degree with concentration in business or equivalent combination of education and experience is preferred.
