ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Captures, edits, and produces programs scheduled at the City of Laredo Public Access Channel Center TV, which includes: City Council meetings, Planning and Zoning meetings, Finance meetings, Operations meetings, Historical meetings, Civil Service Hearings and Meetings, Webb County Appraisal District meetings, ribbon cuttings, ground breakings, special City Council meetings, and political events.
- Reviews and accepts assignments provided by supervisor.
- Plans and prepares for assigned assignments.
- Makes sure to arrive at scheduled events on time.
- Makes capture events; uploads capture data to editing station; produces movie files, burns to DVD, and sends them to respective parties.
- Logs assignments within assigned binder book.
- Updates Excel spreadsheet at assigned computer for programs to air on the public access channels.
- Encodes, programs, and monitors channel 2 (Laredo religious access user group).
- Prepares, sets up, installs, tests, operates and captures audio/video data from field events such as: parades, United Way, out of the ordinary meetings, and fundraiser sporting events.
- Operates and maintains windows-based stream server and workstation file archive.
- Encodes, modifies, programs, logs, and monitors drop-off DVDs for Channels 3, 13, and 18.
- Prepares, tests, and operates City of Laredo committee meetings at City Council Chambers.
- Provides assistance to front office, which includes: handling customer needs and directing/processing in-call general business activities.
- Operates, monitors, and maintains audio/video master control room at the City of Laredo Telecommunications Center.
- Must follow all rules of telephone courtesy in all telephone communications.
- Will be required to drive a city vehicle for City business use.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of digital videography and photography, and editing software.
- Knowledge of operating Apple MAC workstations and its software and hardware.
- Knowledge of operating City Council A/V room equipment for recording official city meetings and events.
- Must have technical director knowledge in a multi-camera environment.
- Knowledge of the operational use of TV Master Control programming.
- Knowledge of PC workstations and applicable software.
- Knowledge of the operational use of inter-format equipment.
- Knowledge of the operational use of Anchor PA System.
- Knowledge of news, TV production, and broadcast.
- Knowledge of the use of Sony PMW-EX3, XDCam in both field and studio environment.
Skills and Abilities:
- Skills in good planning and organization.

- Skills in efficient use of personal computer and applicable software.
- Skills in efficient use of projections and other presentation equipment.

Minimum Qualifications:
High School Diploma or G.E.D. -AND- At least one (1) year of work experience in the field of videography and non-linear editing.
Required Certifications or License:
- Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
Additional Requirements:
As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
