BACKGROUND:
Musician services in support of the Joint Expeditionary Base Little Creek Fort Story (JEBLCFS) Religious Program are required for special events ceremonies worship and choir rehearsals under OPNAVINST 1730.1E (Religious Ministry within the Department of the Navy). 2.0
SPECIFICATIONS:
The period of this contract is from February 22 2025 for five years at the discretion of the government.
For the purpose of this contract a unit will equal one hour and a half.
The services shall include but not be limited to the following: 3.0
DELIVERABLES: 2.1 Perform one (1) Roman Catholic Mass service per week for a total of fiftytwo (52) services. Roman Catholic Mass service begins at 09:00 am on Sundays and lasts approximately one hour. 2.2 Perform eight (8) special event services (i.e. Ash Wednesday Christmas Eve mass Holy Week Services etc.). Schedule to be determined. 2.3 Perform monthly choir rehearsals for the Catholic Mass for a total of twelve (12) regular rehearsals. The rehearsal shall include rehearsal time for special musical selections. Rehearsal shall last approximately 1
hours. Rehearsal days and times are to be determined. 2.4 Plan and provide music up to a maximum of two (2) services for funerals memorials services and special events in coordination with the Installation Chaplain (not to exceed 2 services). 2.5 Provide a Lessons Learned Report within 45 days regarding any problems encountered and resolved. A copy of the report shall be forwarded to the primary point of contact. 2.6 Ensure the music program is prepared for Catholic service. Recommend relevant musical selections to the officiating Chaplain for approval. 4.0 PERIOD OF PERFORMANCE: BASE PERIOD: 01 OCTOBER 2023

Four additional option years will be included in this requirement at the discretion of the government. PERSONNEL
QUALIFICATIONS: Personnel proposed for these services
shall have the prerequisite skills and experience consistent with Roman
Catholic musician musician(s) requirements listed below.
Documentation of these skills and experience
shall be submitted to the Contracting Officer and be reviewed by the
Command Chaplain acting as the technical evaluator. Roman
Catholic musician skills and experience. Must have a clear understanding of Navy organization and the pluralistic ministry requirements that affect the use of chapel facilities and staff. At least 3 (three) years of experience in performing and directing sacred music preferably within the context of Catholic ministries. Must possess instrumental and vocal music skills in both direction and performance that is comparable to a similar position in secondary education settings.
