The omission of specific duties does not exclude them from the position.Manage day-to-day activities as related to divisional budget areas and capital improvement projects. Process and reconciles financial records for the divisional items such as W9’s, invoicing, purchase orders, dues and memberships. Responsible for the maintenance of excel spreadsheets and documents for budget tracking and how they relate to project activities.Serve as liaison to county budget office and county finance department on matters related to the Telecommunication division’s multimillion-dollar budget. Provides budget and financial oversight to Telecommunication administrator regarding financial data and proper budget procedures and practices. Verify all revenue and payments, creates journal entries, and reports.Resolve matters related to Interlocal agreements, reconciles billing and inventory concerns against interlocal agreements, if any. Radio equipment warranty tracking as it relates to both interlocal invoicing and repairs.Responsible for processing all budget and financial orders, entry, reports and account lines into JD Edwards system. Acts as Telecommunications Division P-Card administrator and is responsible for processing, allocating, and reconciling of divisional VISA credit card charges and purchase orders. Perform all other duties assigned or deemed necessary by manager.Creates and reviews all Telecommunications Work Orders for accuracy, invoicing, and payments within MCM (Radio Software). Ensures Work Orders are resolved and closed within department established timeframes. Maintains accurate records and reports of all radio inventory County Wide within MCM and through tracking spreadsheets. Provide first echelon radio repairs, maintenance, and troubleshooting for first responders, County Personnel, City Personnel, and other users on radio network.Compile and maintain records of quantity, type, and value of material, equipment, merchandise, or supplies stocked in establishment: Count material, equipment, merchandise, or supplies in stock and post totals to inventory records, manually or using computer. Accounts for capital assets in My Assets Faster (asset management system). Ensures yearly compliance with asset management program.Compare inventories to office records or compute figures from records, such as sales orders, production records, or purchase invoices to obtain current inventory. Verify clerical computations against physical count of stock and adjust errors in computation or count or investigate and report reasons for discrepancies.Orders all inventory items for Telecommunications Division. Serves as liaison to all Telecommunication Division Vendors. Creates and maintains vendor information in Radio Software (MCM). Requests and obtains new vendor information and documentation for Purchase Orders in JD Edwards.Compile information on receipt or disbursement of material, equipment, merchandise, or supplies, and compute inventory balance, price, and cost. Prepare reports, such as inventory balance, price lists, and shortages. Prepare list of depleted items and recommend surplus of defective or unusable items. Stock and issue materials or merchandise. Maintain systems, procedures and methods for record keeping, cost gathering and accounts reporting.Verify and keep records on incoming and outgoing shipments and prepare items for shipment: Compare identifying information and count, weigh, or measure items of incoming and outgoing shipments to verify information against bills of lading, invoices, orders, or other records.Determine method of shipment, utilizing knowledge of shipping procedures, routes, and rates. Affix shipping labels on packed cartons or stencil identifying shipping information on cartons or containers. Unpack and examine incoming shipments, reject damaged items, record shortages, and correspond with shipper to rectify damages and shortages. Route items to departments. Examine outgoing shipments to ensure shipments meet specifications. Maintain inventory of shipping materials and supplies. May operate tier-lift truck or use hand-truck to move or hoist shipments from shipping-and-receiving platform to storage or work area. May direct others in preparing outgoing and receiving incoming shipments. May perform only shipping or receiving activities.Serves as Payroll Administrator for Telecommunications Division. Reviews time cards for accuracy and according to all county time keeping policies and timeframes. Maintains, updates, and distributes Telecommunications on call schedule Sheriff (SCSO) and Fire(SCFD) Comm Centers.Serves as liaison to all city agencies, School Board, Health Department, Sanford International Airport, University of Central Florida, and provides County Wide support for Telecommunications Division. Receive telephone calls and assists with placement of calls. Receive visitors, answer general questions and direct individual to the appropriate person when necessary.Additional Duties
:In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties. May be required to work within an EOC environment as directed by Administrator or Chief Administrator during events, emergencies, or training scenarios.Bachelor’s degree in Administrative/Technology field, Business, Finance, or a closely related field with 8 years of related experience and four (4) years of Inventory Control experience preferably in a technology environment.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
Must possess and maintain a valid Florida Driver's License.Must have multimillion Budgetary/Finance experience within JD Edwards with a minimum of (4) years of experience on a daily basis.Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, within 6 months of employment. These courses introduce NIMS and ICS concepts and provide a foundation for higher-level Emergency Operations Center (EOC), and ICS training.Employee must be able to obtain and maintain CJIS (Criminal Justice Information Services) certification.Experience working with Telecommunications Software.Knowledge of Seminole County Government communications systems and their terminology.Knowledge of County geography, its municipalities and departments.Knowledge of standard office practices and procedures.Ability to communicate clearly and concisely both orally and in writing.Good analytical and problem-solving skills.
