IS Data Specialist III (GIS Analyst)
to join the GIS and Open Data Program teamIn this role, you will play a crucial part in providing essential operational support for the administration of the Enterprise-level GIS Database. Your responsibilities will encompass the entire development life cycle, including data analysis, design, development, installation, and integration.
Under general supervision, the position undertakes a range of key tasks. These include performing spatial analysis for special projects, promptly responding to customer emails, addressing service desk tickets, and actively participating in the design and monitoring of programs and procedures for county GIS users. Your expertise and input will also be vital in contributing to project proposals and providing regular project status reports.

The ideal candidate for the position will possess: Excellent oral and written communication skills to organize and facilitate meetings. Demonstrated ability to exhibit advanced proficiency in Geographic Information Systems (GIS) software, encompassing data acquisition, analysis, and management. Proven experience effectively managing and integrating diverse geospatial datasets from various sources. Strong ability to apply spatial analysis and modeling techniques, utilizing spatial statistics, geo-statistics, and network analysis to derive valuable insights from geographic data. Demonstrated expertise in cartography and visualization, showcasing the capability to create visually compelling and informative maps for effective communication. Knowledge of emerging geospatial technologies including Geo AI such as machine learning, deep learning, and generative AI. Proven track record in project management, including leading and coordinating GIS projects. Excellent communication and collaboration skills, evidenced by successful engagement with stakeholders and colleagues to facilitate efficient teamwork. In-depth understanding of relevant policies and regulations, demonstrated through compliance and alignment of GIS projects with local, state, and federal requirements. Demonstrated commitment to continuous learning and adaptability, keeping up-to-date with the latest GIS technologies and methodologies to enhance skills and performance. Knowledge and experience with indoor mapping and wayfinding. Examples Of Duties Duties may include, but are not limited to, the following:
Conducts complex GIS analysis, including spatial data manipulation, data integration, geoprocessing, and spatial modeling. Analyzes geographic data to identify patterns, trends, and relationships. Manages and maintains GIS data, including data acquisition, cleansing, quality control, and integration. Ensures data integrity, accuracy, and consistency across various datasets. Leads the development, implementation, and maintenance of the County campus mapping database and application, including data collection, integration with existing GIS systems, and ensuring accessibility for navigation, planning, and operational purposes. Creates high-quality maps, cartographic products, and visual representations of geospatial data. Design and implement visually appealing and informative map layouts and graphics. Ensures GIS data, applications, and mapping tools are accessible and compliant with ADA and WCAG 2.1 standards, supporting inclusive access for all users, including individuals with disabilities. Utilizes GIS software and tools effectively and configures and customizes GIS software to meet specific project requirements. Performs spatial analysis techniques, including proximity, network, terrain, and statistical analyses. Applies appropriate methodologies and techniques to derive meaningful insights from spatial data. Creates interactive web maps, dashboards, and reports to effectively communicate spatial analysis results to stakeholders. Presents complex spatial data clearly and understandably. Manages GIS projects from initiation to completion, including project planning, resource allocation, timeline management, and deliverable production. Ensures projects are completed within budget and meet stakeholder requirements. Collaborates with cross-functional teams and stakeholders to understand project requirements, gather data needs, and provide GIS expertise. Communicates technical information and findings to non-technical stakeholders effectively. Performs improvement and maintenance of the Enterprise GIS databases, including database changes and upgrades Resolves database errors and failures, manages system access, audits activities and resource utilization, and generates database objects availability. Provides training, guidance, and technical support to GIS users and colleagues. Assists in troubleshooting GIS-related issues and offers solutions to enhance user experience and data workflows. Serves as technical lead for assigned projects, including developing project budget and allocating resources, gathering user and systems requirements, working with vendors, contractors, project managers, and other project staff, installing, configuring, testing, and providing general technical support, and developing technical and user documentation. Provides direction during major Enterprise GIS applications and database incidents to ensure an expedient response and resolution; maintains communication with all stakeholders on applications and database status; identifies underlying problems causing incidents and designs, proposes, and implements resolutions. Functions as a liaison between project managers, analysts, system specialists, communications specialists, and client systems specialists to ensure standards and protocols are maintained; assists in coordinating activities with other information services staff. Provides recommendations to managers and supervisors on the development of long- and short-term Enterprise GIS system plans. Participates review and recommendation of contracts with outside vendors and consultants; administers, monitors, and evaluates contract scope of work; reviews design documents to ensure technical integrity. Researches and provides recommendations or with approval, purchases tools, supplies, and repair parts from a variety of sources. Stays abreast of new trends and innovations in technology related to County operations; researches, recommends, and evaluates vendor solutions and technologies; implements improvements; works with staff to maintain, revise, or improve operations and systems. Writes and maintains user and technical operating instructions and documentation; provides training to users and other technical staff and advises on best practices. Performs other duties as assigned.
Qualifications
Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in database management specific to the specialty area assigned which includes logical and physical database administration; integration; business intelligence, analytics, and report scripting; and/or data quality and integrity. Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.
Licenses and Certifications:

Physical Demands: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.
Environmental Elements: Employees work in an office environment with moderate levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
