SDA)
opportunity for a
Communications Analyst (Project/Program Manager II) . This SDA is expected to last
12 months in duration
with the possibility of an extension.
This role will provide you with work experience and training in technical areas such as System Management (administration, design, and development), Emergency Monitoring Digital Services (EMDS), Adobe Creative Suite, Geographic Information Systems (GIS), and other internal communication systems within Bus Operations. You will have the chance to enhance your skills and knowledge in communications and design improvement within a collaborative team environment.As a
Communications Analyst , you will play a central role in connecting our Transit Operators and front-line staff to messages that are designed to keep them safe, supported, informed, and included. You’ll implement and maintain the comprehensive communications strategies and systems within Bus Operations to support our diverse workforce, which includes employees without convenient access to King County email accounts, and those with varying levels of English proficiency. You will be responsible for ensuring our employees have equal access to internal Agency communications and vital information such as policies, emergency updates, forms, websites, multimedia, digital communications, bulletins, handbooks, and available job opportunities. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the Communications Analyst, you will:Publish bulletins on regular schedules. Develop, edit, and design content to address identified issues.Design, edit, and publish transit operators' handbooks biannually. Edit and publish policies, procedures, and forms.Develop and manage websites, SharePoint sites, digital signage system, and digital messaging systems.Plan project time schedule and implementation; manage and evaluate projects and/or programs.Act as a technical expert in solving referred issues from less experienced staff.Perform other duties as assigned.Minimum Qualifications:Ability to learn and apply new technologies quickly.Strong oral and written communication skills.Ability to communicate technical information to non-technical audiences.Skill in the use of personal computer programs including MS Word, Excel, Outlook, PowerPoint, SharePoint, Adobe.Ability to follow King County editorial style guides and branding guidelines in written and graphic communications.Ability to work under pressure, meet deadlines, organize work assignments, and set priorities.Ability to manage and evaluate projects and programs.Ability to work with a team cooperatively and mentor assistants.Ability to act in a tactful and diplomatic manner, and work on sensitive issues with diverse groups.Demonstrated commitment to life-long learning and development.Highly competitive candidates will also have (Not Required):Demonstrated experience or skill in using Adobe Creative Suite.Skill or experience with SharePoint and SharePoint site administration.Skill or experience related to publication processes, including print layout, design, proofing, and product delivery.Demonstrated skill in applying project management principles and practices.Positive, collaborative, flexible disposition; equally adept at working independently or as part of a team.Experience working in large agencies and successfully navigating through leadership and agency structures.Knowledge of Metro Transit routes and operational practices.Demonstrated skill or experience in planning, organizing, time management, and handling competing priorities, and producing quality work products within tight timeframes.Demonstrated strong attention to detail.Who May Apply:This special duty opportunity is open to all King County Metro Transit employees only. Special Duty positions are only available to King County Career Service (or appointed) employees who have passed their initial probation period.

Union Representation:This position is represented by PROTEC17, however, employees will typically retain the bargaining unit for their base position while working in a Special Duty Assignment.
Work Location:This is a hybrid position which combines telework with on-site meetings, tasks, and assignments as required. The main work site for this position is
King Street Center, 201 S Jackson St., Seattle, WA 98104 , although incumbents may be required to report to the Transit Control Center or other Transit Bases associated with Metro as needed.
Work Schedule:The workweek schedule is Monday through Friday, 8:00 am - 5:00 pm. This position is subject to the provisions of the Fair Labor Standards Act and therefore is eligible for overtime pay if scheduled. This position also offers critical on-site emergency communication support when the Department Operations Center (DOC) is activated during adverse weather events and emergencies. Communication Analysts will be required to participate in scheduled on-call rotations through February 2025 to ensure adequate coverage if/when the DOC is activated. Must have the ability to travel throughout King County and report on site when transit services are limited (i.e., adverse weather).
Teleworking Requirement: The work associated with this position will be performed predominantly by teleworking, complemented by onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.King County has a robust collection of tools and resources to support working remotely.
