This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire
SUMMARY
This position manages and integrates the activities of the design and review sections of the Engineering Department. The position is accountable to ensure the Civil Design section delivers seamless engineering services to the capital funded projects and the requested operating divisions and to effectively manage document flow in/out of the Design group in a timely manner. This position is also responsible for reviewing all third-party designs.
RESPONSIBILITIES
Responsibilities may include but are not limited to:
- Manage design activities for civil, structural, and architectural engineering projects, including cost
- Manage Document Review to ensure accurate review of all 3rd party designs. Control documents in the Civil Design section. Regularly update all documents in accordance with changes implemented through capital projects and maintenance.
- Coordinate and meet with Structures Department representatives during project planning and construction to minimize problems during construction and assist in timely completion of project construction.
- Coordinate and meet with engineers/ representatives from consultants, agencies and other 3rd party interests to ensure proper engineering services are provided to the LIRR on capital projects.
- Provide career development for subordinates. Provide prompt effective coaching, counseling and leadership. Evaluate performance of staff and approve performance appraisals initiated by direct reports. Complete probationary reports for new employees
- Prepare and monitor section budget, handle union grievances, install the importance of working within the safety guidelines. Represent LIRR in public presentations and forums. Give presentations to senior railroad management.
- Promote safe work practices and provide safe working conditions. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
- Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Perform other assignments as requested by senior management, MTAHQ and public affairs.
QUALIFICATIONS
- Bachelor's degree in civil engineering.
- Progressively responsible directly related to recent experience (8 years)
- Must possess a NYS Professional Engineer License as well as related civil engineering experience.
- Experience to include civil engineering design, and construction project management experience (i.e., planning, design, coordinating, scheduling, estimates and budgets.)
- Understanding engineering principles as they apply to structures, well understanding of design/rehabilitation of structures, constructability as related to commuter railroad.
- Experience supervising/ managing in a unionized work environment with working knowledge of labor agreements, work rules, and company policies and procedures.
- Must possess effective verbal, written, interpersonal communication skills with the ability to communicate effectively with employees at all levels, as well as external agencies.
- Must have proven management and leadership skills with the ability to build an effective organization to improve productivity, accountability and control.
- Experience managing and controlling a budget.
- Must have PC skills with working knowledge of Microsoft office, Microsoft project, Visio, AutoCAD and Outlook.
