Work Unit Overview:
The mission of the Montana Department of Natural Resources and Conservation (DNRC or Department) is to ensure that Montana's land and water resources provide benefits for present and future generations. The Forestry Division plans and implements forestry and fire management programs through an extensive network of staff in field offices across the state. Division functions include: fire management, forestry assistance, business management, and policy, planning and outreach.
Job Overview:
The Fire Communications Specialist is responsible for developing and implementing the Fire Information Plan to ensure effective communication strategies are applied statewide. This role involves supporting the DNRC Area and Unit offices, assisting the Community Preparedness and Wildfire Prevention Specialists (CPFPs) and Fire Adapted Community Coordinators (FACCs) with fire information preparation and dissemination. The position requires a mix of strong organizational skills, crisis communication, multimedia content creation expertise, and the ability to travel and work extended hours during wildfire incidents. The position reports to the Forestry Division Communications Coordinator.
Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent.
- Fire Information Planning and Implementation: Oversee the DNRC Fire Information Plan, providing training and adjustments as needed to ensure effective application across the state. Provide training and guidance to Area and Unit offices to optimize the standardized fire-related communication practices. Regularly evaluate and refine the plan based on feedback and changing needs from stakeholders.
- Wildfire Incident Communication: Serve as the lead Public Information Officer (PIO) for the DNRC. Assist Area and Unit offices during wildfire incidents that stretch beyond their capacity by providing on-site or virtual support. Help liaise with media outlets and stakeholders to ensure timely and accurate updates during incidents.
- Website Content Management: Maintain and update the DNRC wildfire information pages, including MTFireInfo.org, working closely with program managers ensuring content is accurate and easy to navigate. Develop interactive and engaging online material to support fire-related outreach.
- Collaboration and Engagement: Build and maintain partnerships with agencies and stakeholders, such as the U.S. Forest Service, Bureau of Land Management, and elected officials, to align communication efforts. Represent DNRC in public appearances, presentations, and stakeholder meetings to enhance understanding of wildfire management and prevention.
- Community Preparedness and Prevention: Collaborate with Fire Adapted Community Coordinators (FACCs) and Community Preparedness and Wildfire Prevention Specialists (CPFPs) to create and distribute cohesive fire preparedness and prevention material and assist in organizing events and campaigns. Coordinate Wildfire Awareness month activities, including events and advertising campaigns across digital, print, and billboard platforms.
- Content Creation and Dissemination: Develop multimedia content (photos, videos, etc.) for social media to educate the public about DNRC’s fire management programs. Manage prevention-focused advertising, including ad buys for various media channels and adjust accordingly.
- Advertise during firefighter recruitment and attend recruitment events to assist with firefighter and division recruitment and retention efforts.

Minimum Qualifications (Education and Experience):
The position requires education and experience equivalent to a bachelor’s degree in communication, journalism, public relations, political science, public administration or a related field and four (4) years progressively responsible experience in public relations, outreach, or education. Public Information Officer Type 3 (PIO-3) qualification or the ability to achieve it by year-end is mandatory.
Required knowledge, skills, and abilities:
Requires knowledge of the principles and practices of journalism, communication, and public relations; technical and persuasive writing; public speaking and editing; media and advertising; print and on-line production methods and techniques; social media; and the relationships between citizens and public agencies.
Requires skill in developing approaches to sensitive issues, establishing and maintaining effective relationships with others, and in the operation of a personal computer and related business applications.
Requires the ability to build and develop effective public information and promotional programs; communicate effectively; remain calm and professional, and respond articulately under pressure; and to negotiate with and persuade a variety of individuals. Must have ability to quickly learn Department and Division programs and functions.
Knowledge of Montana state government organization and of wildland fire, natural resource management, or a related field preferred.
