Technical Editor Support Services for The United States Coast Guard (USCG) Statement of Work (SOW) Scope:
The purpose of this project is to create and update Coast Guard business process maps used by Coast Guard support services personnel at all levels, daily. These maps define the roles and responsibilities and the flow of the business processes within the Coast Guard. These maps are used by support services personnel to ensure accurate and efficient adjudication of personnel actions. They are also used as an analysis for the integration of personnel processes with human resource information systems. Place of Performance:
The primary place of performance will be at the USCG Headquarters at 2703 Martin Luther King Jr. Ave. SE, Washington, DC 20593 or offsite, depending on workspace availability. Period of Performance:
one (1) year base starting in June 2025 and four (4) Option years. Schedule:
Between the hours of 0700 and 1700 Eastern Time (ET), Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours to fulfill requirements. Requirements: BA/BS or MA/MS degree (preferred). 3 to 10 years of experience Possesses superior writing skills and quality assurance expertise. Ensures continuity of voice throughout business process models. Proficient with iGrafx Business Process Modeling (BPM) software. Proficient with Microsoft SharePoint tools and capabilities Demonstrates outstanding interpersonal and communication skills Duties and responsibilities will include, but are not limited to, the following: Ability to provide guidance and direction for executive-level projects implementing change management principles, business process development, business re-engineering, and performance measurement. Capability to manage projects of high complexity and to direct the completion of projects within estimated timeframes and resource constraints. Capable of assessing products and procedures for compliance with: government standards, accounting principles, internal controls, and multi-tiered system application standards. Must be able to grasp interrelationships between financial management requirements and automated business solutions, considering the current system environment and the potential integration of added systems concurrently or later. Ability to coordinate all parties to tasks and review work products for completeness, quality, and adherence to customer requirements. Ability to read and interpret Government policy, regulations, and directives, and to apply those interpretations directed by the Project Manager or designee fully and legally to all PWS activities. Ability to communicate effectively, both orally and in writing, with executive-level personnel. Seniority level
