GENERAL RESPONSIBILITIES

This position reports to the Superintendent, or designee and is responsible for providing leadership to and for the administration of the Communication Department/Media Production Team and is responsible to establish and maintain communication and develop and maintain relationships among school staff, local school districts, parents, students, community agencies, and the community at-large to assist students and their families in gaining information about programs and services for students statewide.

JOB FUNCTIONS

Provide leadership to the Communication Department/Media Production Team to staff in achieving the mission of the team, and CSDB as a whole.

Responsible for making determinations related to positions within the Communications Department/Media Production Team including responsibility to recruit, interview, make hiring recommendations, assign, supervise, evaluate and coordinate the work of assigned staff.

Responsible for fiscal management of funds allocated to all programs under the direction of this position.

Promotes positive relationships and communication with staff, local school districts and BOCES, parents, students, community agencies, and the community at large, including the local and statewide media.

Ensure adherence to communication protocols.

Develops, maintains, and updates the CSDB website and social media content, working in conjunction with the Website Administrator, concerning design and functionality, and to ensure the accessibility of current, accurate information.

Develop, manage and deploy annual Communications and Marketing/Public Relations Plan including social media content strategy and campaigns to increase digital presence, viewership, and engagement, publications, public relations and press releases, school community communications and visual/video/audio assets to support communication needs.

Track effectiveness of communications activities and use data to inform strategy.

Develops, implements, manages and evaluates a communications strategic plan that is consistent with the CSDB strategic goals/plan.

Coordinates Crisis Communication efforts.

Develops, standardizes, and manages the communication avenues (website, social media, and TV channel) and protocols to further strengthen CSDB image and marketing/branding initiatives.

Demonstrates knowledge / skill in the areas of leadership, task analysis, assessment, organization / planning, parent relations and teamwork.

Conducts campus tours and schedules classroom observations for community-based interests and individuals.

Coordinates volunteer services campus-wide.

Coordinates intern onboarding logistics

Liaises with the CSDB Alumni Association and other Deaf, Blind, and Deafblind organizations.

Coordinates effectively with other service staff at CSDB and in local school districts to provide activities which support parent/family learning and students' academic, social and emotional growth.

Can do stairs, bend, reach, and handle objects, and use fingers to operate computer and/or typewriter keyboard. Work requires expression or exchange of ideas and the ability to receive detailed information. Work requires the ability to compare, compile, analyze, and coordinate data/ information; ability to instruct/train others; and ability to utilize effective interpersonal skills/ behaviors.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Master's or Bachelor’s Degree in Communications, Public Relations, Media Production, Education or closely related field from a regionally accredited college or university.

Work experience in the occupational field of Communications or Public Relations preferred.

Experience teaching / working with children (in an educational environment); experience with children who are Deaf / hard-of-hearing and/or blind/low vision preferred.

Proficiency in American Sign Language (ASL) at the Advanced (3+) skill level, with a minimum proficiency of Intermediate (2) upon hire and able to achieve proficiency within a two-year time period, as demonstrated through an appropriate assessment tool and according to school policy.

The position of Public Relations and Communications Manager is assigned to work with students, staff and others who are Deaf/hard-of-hearing and requires proficiency in American Sign Language (ASL) at the Advanced (3+) skill level or a minimum proficiency of Intermediate (2), as demonstrated by an appropriate assessment tool and according to school policy/procedures. Please check one box below to describe / indicate your current level of ASL proficiency. SUPERIOR - Able to have a fully shared conversation, with in-depth elaboration for both social and work topics. ADVANCED - Able to have a generally shared conversation with good, spontaneous elaboration for both social and work topics. INTERMEDIATE - Able to discuss with some confidence routine social and work topics within a conversational format with some elaboration; generally 3-5 sentences in length. SURVIVAL - Able to discuss basic social and work topics with responses generally 1-3 sentences in length. NOVICE - Able to provide single sign and some short phrase/sentence responses to basic questions signed at a slow-to-moderate rate with frequent repetition and rephrasing.
