USAID Office of Inspector General's (OIG) mission is to safeguard and strengthen U.S. foreign assistance through timely, relevant, and impactful oversight. OIG conducts independent and objective audits, inspections, evaluations, and investigations of the agencies we oversee-USAID, the Millennium Challenge Corporation, the U.S. African Development Foundation, and the Inter-American Foundation-and reports our findings to those agencies, Congress, and the public.

Specialized Experience:

GS-14 : Applicants must have one year of specialized experience equivalent to at least the GS-13 level in the Federal service, or the equivalent to in the private sector which includes: 1) Serve as a communication's analyst to help design, message, and draft audit and inspection and evaluation reports in accordance with Generally Accepted Government Auditing Standards (GAGAS) and the Council of Inspectors General on Integrity and Efficiency Quality Standards for Inspection and Evaluation (QSIE), (2) Use communications strategies, analytical methods, critical thinking, and knowledge of language and writing principles to assist teams and management develop audit, inspection, or evaluation messages and draft message into formal reports; 2) Review and revise written reports to improve clarity and accuracy; and 3) Develop reports, briefing materials, testimony, memos, and correspondence in accordance with GAGAS or QSIE standards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.NOTE: Applicants must meet time-in-grade requirements, by the closing date of this announcement.

Time-in-grade documentation:

If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).

candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position.
