This position offers some flexibility of office location within the hybrid work model currently being observed. The Director of Communications is a vitally important role at the Department of Early Education and Care (EEC), contributing to the agency’s overall communications strategy and managing and executing its external communications elements. The Communications Director will be responsible for conveying the Department’s mission, policies and key priorities and initiatives clearly and concisely to a broad range of stakeholders from the early education sector and in coordination with the Executive Office of Education. The incumbent provides briefs on internal and external issues of relevance, participates in public events planning, drafts necessary materials, and manages EEC’s social media. The Director of Communications is also responsible for writing website content and overseeing any necessary postings from EEC to the Commonwealth’s public-facing website, mass.gov. The Director of Communications will work closely with EEC’s senior leadership team as well as with the Executive Office of Education. Key Responsibilities: Communication Strategy - • Contribute to the strategic development of the agency’s broad communications strategies working with members of the Commissioner’s office and the agency’s leadership team to ensure alignment between the agency’s internal and external communications. External Communication Executive - • Lead the execution of the agency’s external communications, which includes drafting and designing core communications and graphic design assets, supporting the development of clear and accessible constituent-facing resources, and sustaining positive working relationships with key external stakeholders and partners. Media Interaction - • Maintain professional communications with members of the media, including responding to press inquiries, drafting media releases, and pitching stories. Digital Communication - • Manage the Department’s digital communications strategy, including developing content for the agency’s website and social media channels to reflect the agency’s work timely to new and existing audiences. Event Planning & Preparation - • Contribute to the planning, preparation, and logistics management of public events, including the coordination of briefing materials and collaboration on relevant documents, as needed. Relationship Management - • Develop close working relationships with subject matter experts and communications colleagues within EEC, the Executive Office of Education (EOE), and other state agencies and secretariats to move the agency’s strategic communications goals forward. Other duties as assigned Preferred Qualifications: • Knowledge of the organization, goals, objectives, and programs of the Department of Early Education and Care • Knowledge of the organization of state government. • Strong verbal and written communication skills, including experience writing press releases, website, and social media content. • Media relations experience, including crisis communications • Ability to translate new policies and procedures developed by the department into concise communications to the field and other external stakeholders. • Experience in conducting research and preparing policy briefs • Strong organizational skills and attention to details • Ability to coordinate the work of others and to work collaboratively with others • Ability to compile data and writing from a variety of sources to produce a cogent product • Some knowledge of Massachusetts’ educational system. • Ability to work independently and in teams. • Proficiency with Microsoft Office applications. • Ability to coordinate the efforts of others in accomplishing assigned work objectives. • Ability to understand, apply, and interpret the provisions of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing the agency and its operation. • Ability to write and develop ideas, as well as give written and oral instructions, interpretations, and statements in a precise, understandable manner. • Ability to establish and maintain harmonious working relationships and deal tactfully with others. • Ability to analyze information, anticipate difficult situations and act or make recommendations to prevent problems from occurring and/or correct the situation. • Three years of experience working in a communications role. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
