Please note that pursuant to Massachusetts general law, contracted employees are not paid for the eleven scheduled holidays, do not receive any paid, vacation, personal leave benefits, or contribute to the state retirement system or social security. As a state contracted employee, you must participate in direct deposit and contribute towards the Commonwealth of Massachusetts state alternate retirement plan, ("OBRA Plan"). This is a contracted position, 37.5 hours per week. Initial length of contract through June 30, 2024, with an option to extend as needed. The Massachusetts Department of Early Education and Care seeks a Learning Management and Instructional Design Project Manager to support the work of theStrongStart Learning Management System(LMS). The LMS currently houses the online coursework (facilitated and hybrid) required for early childhood educators in EEC licensed and funded programs. EEC has an ambitious roadmap of content development that will require the support of an experienced Instructional Designer who also has experience managing a complex, large-scale LMS. General Statement of Duties: The Project Manager would work directly within the Educational Technology and Instructional Design unit to facilitate content development and co-manage the LMS along with 2 additional staff. Instructional Design • Support the planning, design and development of e-learning courses in support of the department objectives, and professional development of the early education workforce. This includes working with Subject Matter Experts (SMEs) and EEC’s Instructional Design vendors, to facilitate scripting and development, as well as in-house scripting and development. • Use a variety of media and design techniques to ensure learner engagement and instructional effectiveness • Demonstrate an understanding of adult learning theory and cultural awareness in order to meet the needs of target audience • Perform tasks required at all phases (development of learning objectives, scriptwriting, storyboard creation, interactive screen design, audio recording and editing, assessments, etc.) • Produce quiz questions, knowledge checks, and other assets used to measure the effectiveness • Interface with third party developers and content providers to ensure compatibility and contribute to the quality of programs purchased for EEC • Train and support subject matter experts as needed LMS Administration • Prepare, test and publish e-learning courses for delivery, distribution and tracking on the LMS • Manage multi-lingual course catalog • Run reports as needed • Provide tier 2 technical support for users via email and phone • Anticipate user issues and create assets for self-help • Update LMS System configuration settings as needed • Interface with vendor, troubleshoot and report issues, test updates and upgrades • Design and post support pages as needed Preferred Qualifications: The successful candidate will have many or all the following experiences, qualifications and/ or characteristics: • Professional level written and oral communication skills • Demonstrated ability to learn new systems, understand and communicate policies and procedures, and to work effectively with subject matter experts • Advanced level of knowledge and experience with current e-learning (SCORM compliant) development tools (Articulate 360, Storyline, Rise / Adobe Captivate / TechSmith Camtasia), with specific expertise in Articulate 360. • Working level skill and experience with: o Image editing and graphic design tools (Adobe Photoshop or Illustrator, Canva) o Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams) o Internet conferencing systems (such as Zoom, GoToMeeting, Google Meet, Teams) o Current learning management systems (such as Cornerstone, Moodle, Canvas, Litmos) • Basic level and experience with web design tools (CSS/ HTML) Candidates will be asked to provide evidence of their Articulate-created instructional design projects and other work during the interview process.
